I thought you might like to have a look at the screens I have developed for the player cities option.  I make no promise that these screens will have all of these options once the next version is released.

Notice to the left the first two parameters: Number of Players and Player Cities Options.  The rest of the screen will change depending on the selection for these options.  If you choose 0 players, then all other parameters are disabled.  The first screen shot shows the screen if the Player Cities Options is set to "One City per Player".  The second shot shows the screen when Player Cities Options is set to "Large Mass per Player".  Right now, those are the only options I am going to be working on, and I will feel good if I get everything in place to support the parameters you see here.
