"Have no idea where Scott gets the idea they have become easy to acquire... Have never seen any used copies. The circumstances of their issuance somewhat prevented this being used. ...they were first issued at a party given by Lic. Cassio for the Elmhurst delegation visiting Mexico. Everyone was there including El Presidente and the Postmaster General. The Government had a postal clerk available and first day covers were cancelled and dignitaries autographed the covers. A great time was had by all."
