2003 President's Cup Regatta Results
The Charter
The President's Trophy is a perpetual trophy which will be awarded annually after a 1-2 days of match racing. The sponsor club is the Gig Harbor Model Yacht Club. The class of boats will be the East Coast 12 Meter. The competition will be sailed according to the USSA/B-7 Racing Rules except as modified in this document. The GHMYC reserves the right to make changes in the charter of the President's Trophy as necessary. The annual authority within GHMYC is the GHMYC Executive Board and the Race Director (RD).
Race Instructions
The format is one-on-one match racing similar to the America's Cup. The first phase of the racing is a round robin, where boats are pitted in a series of one-on-one races against several other boats. The number of rounds will be the number required for each yacht to race every other yacht in a match race.
Yachts are listed by round according to their sail number vs. the selected competitor. Matchings are assigned on the basis of the rotating magnetized sail numbers pairings. The RD will try to give each yacht an equal number of starboard and port starts. Yachts will remain outside the buoy of their assigned side of the line until noted on the taped start. The tape will run continuously until all yachts have started in each round. Yachts must stay clear of the line until the start bell of the previous heat is sounded. One point will be awarded to the winner of each round robin match. If an odd number of yachts enter, byes will be scored one point each.
The second phase of the racing will begin on the following day after the round robins. The 8 yachts with the highest scores will advance from the round robins to the quarterfinals on the second day. Ties will be settled on the basis of head to head competition results. Should a 3-way tie or more occur where review of results of head to head competition does not indicate a clear winner, then the RD may require a sail off among the tied yachts.
Based on the results of the round robin, the following pairings will be made (#1 is first place after the round robin, and so on) for a single elimination regatta.

3. There will be no 5 minute time outs allowed after the 1 minute mark of the first match of each round of the round robins, except the Race Committee will make the final judgment if a yacht is disabled through no fault of her own and may be entitled to a 5 minute timeout.
4. Yachts will make every reasonable effort to stay to the away from the starting line before the start of the previous match heat pair.
5. Ties will be broken by the results of head to head competition, unless the Race Committee finds no clear result of such competition and may require tied yachts to have sail off.
6. The Race Committee will have the final word on any protest situation...appointed mark judges, line judges may stop a protest from going to hearing if they clearly see the situation and make a call at the time of the incident due to time constraints, the Race Committee will attempt to avoid any protest hearings.
7. The Race Committee may shorten the number of required races due to time constraints.
8. The penalty for a rules infraction is a 270 degree turn for the offending yacht.
9. If time permits, Round Three shall be sailed with longer courses after the consolation rounds are complete.
Race Courses
The Race Committee will endeavor to design the fairest courses possible, but will have to use a small course for the round robin due to the large number of races involved.
