Here is the start of one of the mountains.

here's a train running into the tunnel under the plateau. No track
exists beyond the tunnel yet.

Here are a couple of friends starting to lay cork for the track on the
plateau..
|
the track to the left will be the one that joins to the tunnel to
complete the figure 8 of the outer loop.
|
If you look down to the end, you will see the track laid on the lower
section.
