Hammonton Youth Soccer Association By-Laws


Article 1

Meetings

Section 1 – The Executive Board may meet the second Wednesday of each month, at the call of the President or by request of the majority of the Executive Board.

Section 2 – The General Membership shall meet on the second Wednesday of January and June.

Section 3 – Special meetings of the General Membership may be held at the call of the President or by request of the majority of the Executive Board.

Section 4 – The presence of at least three officers and four active Trustees shall constitute a quorum.


Article 2

Duties of the Officers

Section 1 – The President shall [have] the power to call all meetings of this Association, preside over meetings of the Executive Board and the General Membership, appoint the chairpersons and members of committees, supervise the affairs of the Association, and enforce the Constitution, By-Laws and League Rules and Regulations.

Section 2 – The Vice-President shall aid the President in all duties and take his/her place when the President is unable to perform the duties of the office. The Vice-President will automatically become President and maintain this office until the next scheduled election, if anything should happen to the President.

Section 3 – The Secretary shall keep accurate minutes and attendance of all meetings of the Executive Board and the General Membership and shall maintain official files. The Secretary shall also be responsible for all publicity of the activities of the Association and maintain official files of correspondence.

Section 4– The Treasurer shall hold the funds of the Association and disburse them immediately upon the authorization of the Executive Board. Accurate accounts of receipts and disbursements shall be maintained and reported at each Executive Board and General Membership meeting. The checkbook and receipts payable shall be present at each meeting. The Executive Board shall be informed of the financial condition of the Association.

Section 5– Trustees shall be responsible for performing duties requested by the President and/or the Executive Board.


Article 3

Terms of Office and Elections

Section 1 – The officers shall serve for one year and may be re-elected as many years consecutively as the General Membership so votes.

Section 2 – Whenever one or more offices shall become vacant between elections, the remaining members of the Executive Board shall choose any member to fill the vacated office until the next scheduled election.

Section 3 – Any officer can hold any position – coach, committee chairperson, etc.

Section 4 – The President shall appoint a special committee on elections in November to receive nominations for each office. The members of the committee shall include the Vice-President, one Trustee, and one member of the General Membership. The Vice-President shall chair the committee. The Committee on elections shall receive all nominations by December 15 and report all nominations to the General Membership at the January meeting.

Section 5 – Elections shall take place in January.

Section 6 – Head coaches and board members shall be present to vote for each office by secret ballot. If a head coach is a board member, the individual has one vote for each office.

Section 7 – The new officers shall take office and authority at the February Executive Board meeting.


Article 4

Powers of the Executive Board

The Executive Board shall be responsible for the management of the Association. It shall report its transaction to the General Membership and establish policies for the organization.


Article 5

Membership

Section 1 – The Association shall consist of intramural recreational teams and traveling teams.

Section 2 – Children are eligible to participate in the intramural program, if they meet one of the following criteria:

1) Be a Hammonton Resident
2) Attend a Hammonton Public School
3) Attend St. Joseph’s Parochial School
4) Attend Folsom Elementary School
5) Live in a municipality that does not offer an intramural recreational soccer program
6) A child in the 9th grade who is not currently playing on a school team

Section 3 – The Executive Board will select the head coaches for the teams.

Section 4 – No child will be denied the opportunity to participate because of financial reasons. Hardship waiver of the registration fee may be granted by the Executive Board.

Section 5 – The intramural recreational teams shall have age divisions: Little Kickers, PeeWee, MiniNovice, Novice and Senior. The composition of teams is selected by the Executive Board.

Section 6 – No player may be added to a team in the intramural recreational program after the second game of the season.

Section 7 – The Executive Board shall have the authority to establish tournament teams, select the coaches and establish the criteria and procedures for selection of the players.

Section 8 – The Executive Board shall have the authority to establish traveling teams. Age divisions shall be in accordance with the N.J. State Youth Soccer Association and the U.S. Youth Soccer Association. The objective of the traveling teams shall be to provide the better players of this Association to improve their soccer skills, increase their understanding of the game, and begin realizing their potential as exceptional players while developing the ideals of good sportsmanship, honesty and loyalty. The Executive Board shall have the power to select the coaches and oversee the criteria and procedures for selection of the players and the financial requirements to operate the program.


Article 6

Game Schedules

Section 1 – The Executive Board has the sole power to cancel games.

Section 2 – A regular season shall consist of no less than 8 games.

Section 3 – At the end of the regular season, playoff games will be scheduled to determine the winners of the Senior, Novice and MiniNovice divisions. The Executive Board shall determine the format of the playoffs.


Article 7

Hearings

Section 1 – Cases which shall arise from ejections or cautions administered by referees, improper conduct or unsportsmanlike conduct, shall be heard by the Executive Board.

Section 2 – The Executive Board shall inquire into any matter which in its judgment affects the good and welfare of this Association. The Executive Board shall take necessary actions to rectify the matter.
