Preferences among 5 Proposals for a Supra-National Federation[CAWF]
Within small acquaintanceship groups, there is generally spontaneous recognition of the desirability of one person one vote. However, collaboration among powerful organizations generally must cope with discrepancies in the relative power of different groups. No Supra National Federation could be established exclusively through CAWF unless its Proposal were ratified by nations constituting all of:[a] the 5P nations, that is, China, Russia, France, UK and USA; [b] additional nations for achieving 76% of the members of the United Nations; [c] supplemental nations, if any, to achieve 67% of Triad Power [the smallest among percentages of global military power, global economic power, and global population power]. A nation might contingently ratify a dozen Proposals before the contingency of meeting such CAWF requirement was met. CAWF schedules most of the debates about Proposals in provincial legislatures.
Constitutional issues are quite complex. However citizens can evaluate the complex constitutional issues and endorse or reject a Proposal by voting for or against a Presidential Candidate symbolizing such Proposal. In either the "for" or "against" column [but not both], citizns can indicate a 60% default percentage by a checkmark, or a number percentages between 51% and 99%. CAWF aspires to correlate such data for use by persons seeking to formulate a globally acceptable Proposal. Citizens recognize that a Supra-National Federation could start under CAWF only if a dominating segment [67% of Triad Power] of nations as nations endorsed the same Proposal [symbolized by the name of a Candidate]. Any ballot submitted without a contribution might not be tabulated unless gross contributions were sufficient.
