Maryland Green Party Electoral Process

  1. The MGP will announce, via website, e-mail lists, and press release that any candidates who wish to see the Maryland Green Party nomination for a statewide office (defined here as Senate, Governor, Attorney General, or Comptroller) need to file their declaration of intent with the State Board of Elections, and notify the MGP via the MGP's candidate questionnaire, no later than midnight, Thursday May 4th in 2006.
  2. On Friday May 5th, the MGP Electoral Committee, or an MGP Officer, will contact the state Board of Elections to obtain a list of all candidates who have filed their declaration of intent for a statewide office as a Green.
  3. The Electoral Committee will convene by telephone conference on Sunday, May 7th to certify theat they have received all the applications from the candidates for statewide office, and that they have met the criteria for being eligible to be nominated as Green Party Candidates.
  4. The EC will report the list of eligible candidates for nomination to the CC within 24 hours, and the ballot will be posted on the MGP website.
  5. The CC delegates will download ballots to take back to their locals where each local will conduct a vote using Instant Runnoff Voting with one of the choices being none of the above.
  6. Each local will conduct a balloting at one of their regular meetings after May 7th and prior to the Assembly. Each local will advertise the date of their endorsement meeting in a community newspaper and on their website, at a minimum, and in any other ways they choose.
    The Maryland Green Party will also be responsible for publicizing the dates and times of each local's meeting where the vote will take place.
  7. Any registered Green who is a member of that local and is in attendance at the meeting will be provided a ballot with which they can cst their vote. Greens where there are no recognized locals can vote at the local of their choice.
  8. Each local will collect the ballots from the meeting where the voting takes place, and bring them to the Assembly where they will be tabulated.
  9. In the case that one or more of the statewide offices do not have a candidate to be consedered for nomination, that office shall remain open for nomination using the process which is currently in place.
    However, for the offices where a candidate is eligible for nomination, and is nominated by the membership ofthe MGP, those offices will be closed for nomination barring extraneous circimstances (such as a candidate withdrawing) which would require the MGP to nominate a new candidate for that office.
Any rules, procedures, etc. regarding the actual balloting will be up to the rules and bylaws committee to decide.

It is not the intention of the proposal to address every nuance in regards to voting, since that is the responsibility of the rules and bylaws committee.
