James A. J. Blanchard was born July 1830 in Norfolk Co., Virginia. James was a rigger by trade. He moved to Baltimore and married Mary Tucker, born 1842 in Maryland.

James  served the Union in the Civil War as a ship's cook aboard the USS NIAGARA. He was mustered in May 7, 1861 and discharged in June 20, 1862.The USS Niagara was the steam frigate that helped lay the first transatlantic cable. In 1860, she carried Japan's first diplomatic mission to the United States, then returned to America in April 1861 to find the Civil War. Immediately, the Niagara went on the blockade. 

James A. J. Blanchard and his wife Mary lived on Whetstone Point. The area is now called Locust Point. Their children were:
