Professional Experience

ISI (January 2002 - Present)
IT Computer Engineer. Working on Windows 2000 Server and Windows XP Professional and Internet Network and Office 2000 on XP.

ISI (January 2000 - January 2002)
Software Sytems Specialist. Worked on deployment of Microsoft Office 2000 across the organization.

OSS (January 95 - January 2000)
Network Engineer/LAN Technical Manager(LTM).

Prepared 5 year budget plans every year for our team within the office and conduct research and purchase equipment and software using the team budget of around $500,000.

Responsible for configuring 14 PC 720 Servers using NT 4.0 in support of around 400+ software developers, project managers and end-user testers. This equipment uses Raid-5 disk arrays and involves installing power supply upgrades, hot-swap backplanes, and hot swap disk drives and then configuring and formatting them for use within NT 4.0.

Have setup multiple computers and laptop computers for both dial-up and Ethernet locally connected access to the internet. Equipment used included Dell, IBM PC 300PL and IBM PC750 workstations and various models of IBM Thinkpad laptop computers such as the 760EL, and 770E.

Configured ColorPass V80 server and NT 4.0 print server in support of a Canon CLC1000 color copier on an NT 4.0 domain.

Also support Canon Colorpass 8000 and CLC800/CLC950 color copiers and GP30F Black and White Copiers.

Setup Print Servers to support five HP2500CP DesignJet Large Format Plotters using Lexmark Marknet XLE Print Servers on Token-Ring network.

Installed an NT Domain Controller, WINS Server, DHCP Server and Ventana GroupSystems Software for use in the OSS Conference Room. This system consists of a Dell OptiPlex GX1 server and 12 ThinkPad Laptop Computers with IBM EtherJet PC Card PCMCIA cards.

Currently migrating customers from OS/2 and Lan Server based domains into the DI Common NT domain including writing utilities to assist the OSS ALTMs with the movement of data on shared LAN Drives and home directories.

Created several WinInstall Packages for software used by OSS/QMG including SAS V6.12, SPLUS V4.0, Inspiration V4.0d and Axum V4.1.

Began to work for OIR/IMD/OISS as the OIR, MPSS and ODDI LTM taking over for the previous OIR LTM.

Continued the consolidation of the multiple office LANs started by the previous LTM from seven separate domains for each of the sub-organizations into a single domain supporting from 650-750 userids.

In addition, after the office's servers were centralized by another office organization, our branch took over responsibility for development servers within the office and created a new development domain to support the developers within the office.

With the availability of the organization's Internet Node, developed an installation kit to allow internet users to use the Internet Node with OS/2 3.0 (WARP).

Once the organization made the decision to go with Windows NT, our branch was asked to set up a Windows NT development domain so that the organization developers could get familiar with NT in order to support the organizations effort to migrate applications to Windows NT.

Worked with others to Setup Windows NT 3.51 Development LAN as part of the migration to Windows NT 4.0. On my own, installed and configured multiple applications (normally designed to be run as single standalone applications installed at a workstation) to run over the NT 3.51 LAN including: Lotus Notes V3.2 V4.0, and V4.1, WinWord V6.0a, Excel V5.0, PowerPoint V4.0, MS Project V4.0, MS Access V2.0, ArcView V2.1, Ontime V1.54, Rose V2.0, Microsoft Development Library (MSDN), MS Visual C++ V 1.52 and V4.0, MS Visual Basic V3.0, Mosaic V2.0, MS Internet Explorer V1.5, Netscape V2.0x & 3.0x, McAfee Virus Scan V2.28 & 2.5x, Corel Draw V6.0 & 7.0, Quicken 6.0, Calendar Creator 4.0, and CDROM (Computer Select) all without attending any training on Windows NT.

Currently working on installing Power Builder V5.0 and Visual Basic V4.0 to work over the NT 3.51 LAN.

Setup a Windows NT Server running Lotus Notes 4.1 Server.

Senior technical adviser for Information Services Staff members.

Acting Branch Chief when required.

Using OS/2 and an IBM PC 500 Server, set up our branch Web Server which I eventually migrated to an IBM PC 720 Server running Windows NT 4.0 and Microsoft Internet Information Server.

Voting member of an Engineering Review Board within the organization.

Setup numerous Windows applications on an OS/2 Development LAN running at workstations from a network file server. These include MathSoft Axum, SPLUS and DBMSCOPY, Lotus Notes V4.0 and V4.1 for Windows, MS Project V4.0, MS Access V2.0, ArcView V2.1, MS Visual C++ V 1.52, MS Visual Basic V3.0, Quicken 6.0 and Calendar Creator 4.0.

Setup applications including PVCS, Lotus Notes V4.0, and V4.1 for Windows, Ontime V1.54, on a production OS/2 LAN Server.

Worked as a member of a small team of computer support personnel looking at the issue of Disaster Prevention and Recovery for the organization's LAN.

NESA (June 93 - January 95)
Lan Technical Manager for a Token-Ring Local Area Network using software including OS/2 1.3 and 2.1; Lan Server 1.3 and 3.0; Lotus Notes 1.x, 2.x and 3.x; Topic 3.1.5; Excel 3.0 and 5.0 for Windows; Microsoft Word 5.0; Microsoft Word for Windows 6.0; Corel Draw 2.5; Powerpoint 4.0 for Windows; Calendar Creator Plus 5.0 for DOS and Calendar Creator Plus 2.0 for Windows; Systos Plus 1.3x; SQL Server 1.x and 4.2a, 4.2b; and several other in-house software products. Used products such as IBM Lan Manager and IBM Lan Network Manager 1.1. Have experience with configuring and using IBM's Customized Installation and Distribution (CID) process. Have experience with HP Network connected Jet direct token-ring cards and associated software. Provided advice to others outside the office on all aspects of the above and mass storage issues. Voting member of an Engineering Review Board within the organization.

Kept 25 servers operating and up-to-date with the latest versions of operating system and LAN operating systems and hardware. Diagnosed/fixed problems encountered in the servers, workstations and network equipment used within the office.

OIR (February 93-June 93)
Helped OIR get the Rose system up and running by setting up around 10-12 servers. Modem setup was also involved with this effort on the LAN to support downloading of information imported into Main Rose for distribution to the Office Rose systems.

OIR (November, 88-February 93)
Assistant Contracting Officers Technical Representative (COTR) for contract with a CD-ROM consultant and for CD-ROM related efforts. Worked with contractor personnel to produce a prototype CD-ROM disc containing 420MB of full-text data searchable by the Lotus Bluefish text-retrieval package. Also learned various text retrieval packages and how to structure data for use by the packages. Wrote approximately 25-30 C programs necessary to reformat full-text data from a text composition typesetting system format into a structured format for use by various text-retrieval packages evaluated. Text packages included: Bluefish, RomWare, Search Express, WordCruncher, ReadWare, and KaWare.

Evaluated and developed full-text data base with the Topic text-retrieval package for OS/2 using the 420MB of data above.

Evaluated and developed full-text data base using Topic and Standard Generalized Markup Language (SGML) documents.

Learned and wrote basic programs for OS/2 1.2, 1.3, 2.0 and Presentation Manager including a program to capture/backup a user computer desktop for later restoration.

Tested and evaluated various SCSI devices including CD-ROM, Magneto-Optical, 8mm Helical Scan tape, CD-ROM Changer, fixed disk drives(320MB-2GB), disk arrays and other hardware.

OTE (February, 88 - November, 88)
Investigated ways for improving computer use within the office and built small and medium sized data bases to simplify processes/procedures.

OIR (June, 87 - February, 88)
Continued work on employee tracking system using the NOMAD DBMS on the VM mainframes.

NESA (May, 86 - June, 87)
Assisted customers with questions, problems with computers - both PC and mainframe applications. Developed front end PC menu in C to assist analysts in using PCs. While developing this application, I taught myself how to program in C and about the assembler and C APIs available on the IBM PC and compatibles. Also continued worked on employee tracking system.

ASG (April 85 - May, 86)
Joe started work at this organization on 8 April, 1985 for Analytic Support Group (ASG). Major projects while in this position were the development of the Contract Management Information System (CMIS) and the employee tracking system using the NOMAD DBMS on the VM mainframes.

Volunteer Activities

Have held rank of Staff Sergeant for over ten years 
with the Annandale Volunteer Fire Department where I have been a member for more than 13 years.
Previously certified at Firefighter III level, and Emergency Medical Technician/A.  
Chair of Bingo Committee and run the Bingo Operation most Monday and Thursday evenings.
Wrote point of sale software using "C" for use on Personal Computer's to sell bingo cards.
Installed 2 PC's running Windows 95 to replace PC's running Windows 3.1 for the 
Personal Computers used for point of sale selling.  
Later used Windows 98 for the same POS and in 2003 Windows XP for the POS computers.
Also set up a Windows 2000 Server and Firehouse Software for membership tracking.
I am responsible for almost all computer related functions for AVFD.
For over four years I prepared quarterly/annual financial reports 
turned into Fairfax County for Bingo Income and Expenses.
Responsible for filing the annual permit exemption to the Virginia Department of Charitable Gaming for AVFD
for over seven years..
Provided programming support to modify the "C" program used by AVFD for use by the 
Fraternal Order of Police NOVA Lodge #35 in Virginia.
Created a more generic version of the POS program which is now used by three Organizations: AVFD, 
Mount Vernon Knights of Columbus and Burke Volunteer Fire and Rescue Department.
