From the Bylaws, Article VIII, Section 5:

"The Constitution and Bylaws Committee shall periodically review the Bylaws of the Club to insure that they meet its requirements and shall present to the Board of Directors any recommended changes. Adoption of all and/or any amendments approved by the Board must follow the procedure set forth in Article X. The Chair of this Committee shall also act as Parliamentarian at all regular business meetings."
