SPARK RADIO ROOM ACCESS REGULATIONS

Any full member of the Scranton Pocono Amateur Radio Klub shall have access privileges to the SPARK Radio Room if he or she was a member on October 18, 2001, or had been a member of SPARK in 1999 or 2000. Any full member of the Scranton Pocono Amateur Radio Klub who does not meet these requirements shall attain access privileges to the SPARK Radio Room on the date of the club meeting that is twelve months after acceptance of the member's application to join SPARK. Anyone with access privileges may obtain keys to the SPARK Radio Room by paying a one-time $5 assessment to the club treasurer, which is refundable upon return of the keys.

RULES OF THE SPARK RADIO ROOM

Prohibitions: illegal activity, smoking, alcoholic beverages, profane language (language illegal for over-the-air transmission), and transfer of a door key.

The SPARK K3CSG repeater on 146.94 MHz shall be monitored whenever it is possible to do so.

Risky behavior, such as climbing to the roof top, is permitted only with prior approval from the club or Radio Room Committee.

SPARK members may invite guests, but the privilege to visit or use the Radio Room may be restricted or withdrawn by the club.

No person without SPARK Radio Room access privileges and keys shall be alone in the Radio Room.

Repair or modification of any radio equipment or apparatus is permitted only with prior approval from the owner, or the club trustee or a designee in the case of SPARK ownership.

Removal of any equipment is permitted only with prior approval from the owner, or the club trustee or a designee in the case of SPARK ownership.

If a club member learns of interference possibly being caused by K3CSG, such as at a neighbor's house, operation with the suspect equipment shall cease immediately, and the problem shall be reported to the club trustee or a designee immediately. The club member shall disconnect the suspect equipment and place a "No operation due to possible interference" sign on it. Subsequent operation with the suspect equipment is permitted only with prior approval from the club trustee or a designee to do so.

The last member to leave the Radio Room shall set the heater thermostat to 60 degrees; turn off all lights and electrical devices, except those meant to remain on; and lock all doors.

An irregularity, such as a system malfunction, theft or vandalism, shall be reported to the club president immediately, or in his or her absence, to the vice president, Radio Room Committee chairman, or club trustee.

Interpretation of rules regarding K3CSG operation shall be made by the club trustee or a designee.

Interpretation of Radio Room rules shall be made immediately by the highest club officer available, and eventually by the club president until the next club meeting, at which time the interpretation shall be made by the club.

An alleged violation shall be reported to a club officer to be brought before the club at the next club meeting.

Penalties for a violation may include a warning, or suspension or revocation of SPARK Radio Room privileges.

PRIORITY OF USE OF THE SPARK K3CSG RADIO ROOM

1. Emergency radio operation.

2. Priority or on-alert radio operation.

3. Scheduled: * -- First scheduled has priority.

** -- One-hour maximum operating time whenever another member wishes to operate the same equipment.
