during the last several years. Just recently, the disparate factions
forming so many smaller alliances and confederations realized the
benefits of cooperation far outweighed continued squabbling over borders.

| Militarily, the most powerful alliance (though most confrontations
are handled under UEO auspices); member-nations U.S., Canada, Mexico, and all of
Central America are also economically the most well off, though several other
confederations are giving them a run for it. |

| In large part, the re-coalition of the old U.S.S.R. empire, though
this time in harmonious democracy. The region is still striving to better
itself economically, and, as such, they're often on the vanguard of new
frontiers -- willing to take the trailblazing risk with dreams of big rewards.
Their mineral and seal-life rich coastal waters had always been too cold to
support proper utilization, but with new technologies, these areas loom large
with potential.
On the other hand, this blossoming of Capitalism in a long-bereft are has
fostered some of the world's most aggressively ruthless deal-making. The
blind pursuit of cash is often the catalyst for ignoring undersea borders,
making the area a prime source of friction and confrontation. |

| Traditional Europe, the British Isles, and the countries of Northern
Africa make this a split-personality union. Both factions have ancient history
and cultures of vast difference, but they've been largely successful in melding
together to make their geographic proximity (also called "The Mediterranean
Confederation") work. The representatives from this region are often cast in the
role of dispute mediators -- having come to the realization long ago that fighting
benefits no one.

| The most populous union on the planet (China, India,
Japan, the Philippines, Southeast Asia and Indonesia), the seas are
essential to sustaining life for these people. Without the food they
harvest from the ocean, starvation would lead to revolution. In this
place where technology and manpower merge into a super-tuned manufacturing
maching, the occasional oppressive regime sparks as ugly counterpoint to
their overall progress into an economic giant giving the
North American Confederation a serious run for supremacy. |

| Aggressive and violent, this alliance of nations seemingly banded
together with the sole intent of creating problems for the UEO. They're the
shoe-bangers in every meeting, stymieing progress and encouraging dissent.
Although technologically impaired, they are well-armed and hostile. Most of
their attempted joint ventures end in factional war requiring UEO mediation,
and their sea borders are always involved in one dispute or another. |

control shipping lane access between the great land masses ofthe world. Peaceful and
laid back, these people live in countries literally built atop volcanoes, making them
frequent and welcome stopovers for the scientific and military contingents of seaQuest. |
