William A. Cowan

Part of the land ceded by the Creek Nation in 1802 was used to create Baldwin County on May 11, 1803.

On December 10, 1807 four new counties were from Baldwin County. The new counties were Morgan, Jones, Putnam, and present-day Jasper (originally named Randolph County at the time of the act).

Twiggs County was formed 1809 from part of Wilkinson County.
Laurens County was formed on December 10, 1807, from portions of Wilkinson County and Washington County.
Pulaski County was created on December 13, 1808 from a portion of Laurens County.

Note: Baldwin County was an original county formed in 1803. An 1861 courthouse fire destroyed Superior Court Records, including all deeds.

Jones Co. deed Book P, Page 184 contains a 7 Dec 1820 deed where a Mary Cowan and William A. Cowan sold land to Joseph Cowan.

Could Mary Cowan be a sister of William A. and Joseph Cowan ?

I found references to the 1st Regiment Georgia Militia being commanded by a Col. Grover Harris.
I also found reference to their being a Jeptha Vining Harris being a General of the Georgia militia.

So far I have not proved a connection of William A. Cowan to either commander. One could theorize that Jeptha Vining Cowan is named after Jeptha Vining Harris. No occurnaces of the given name Jeptha were found in any of William A. Cowans grandchildren.

Hopefully a future release onlline of War of 1812 pension records will shed some light on William A. Cowan's military service.

JEPTHA VINING HARRIS (1782-1856) was born on 27 April 1782 as the son of Walton Harris and his wife Rebecca (Lanier) Harris. Jeptha graduated in the first class of the University of Georgia, 1804. Jeptha V. Harris lived in Clarke, Elbert, and Morgan Counties. He practiced law in the Northern Judicial Circuit, where lie became "a distinguished lawyer of the Georgia bar." He represented Elbert County in the Georgia House of Representatives, 1811, 1812. The governor comminissioned him brigadier general of the 1st Brigade of the 4th Division in the place of Allen Daniel, promoted, on 3 December 1812. Harris represented Elbert County in the Georgia Senate, 1825. He was promoted to major general of the 4th Division on 9 November 1829, resigning his commission in 1845. General Harris died in Cobb County on 29 June 1856, and was buried in Old Madison Cemetery in Madison, Georgia. (Ref 20 - see \Cowan\Cowan Library Research0001.pdf file)

Of General Harris, Garnett Andrews said "he was a fine old gentleman with a fine family, of great wealth and greater hospitality." General Harris was the source of Garnett Andrews' information about George Cook and the origins of the Troup and Clark factions that dominated Georgia politics for so many years.

Harris married Sarah I Hunt (15 June 1789-1871), daughter of Richardson Hunt (1762-1813), on 11 October 1804. Six of the Harris' sons graduated from the University of Georgia. One of them, William Littleton Harris (1807-1868), graduated from the University of Georgia in 1825. He became a lawyer, and about 1836 moved from Washington, Georgia, to Columbus, Mississippi. He served as judge of the Circuit Court, and subsequently became a justice on the Mississippi Supreme Court, despite the fact that he "shunned politics." He also declined an appointment to the United States Supreme Court. He died in Memphis, Tennessee, on 26 November 1868.

JEPTHA VINING 1738 - 1797 BAPTIST PREACHER

Jeptha Vining was born in Sutton, MA. in 1738 according to the information that he gave to the Baptist Association. His parents were William Vining and Anne Nichols who was related to the Salem witches. The family went to Onslow Co. NC in 1740 and then onto Anson Co., NC. He got his ordinance to preach in 1761 in Cantony which is in Pitt Co. NC. today and married Amy Miller in 1754 when he was 1754 at age 16 maybe in Marlboro, SC. Children were Thomas, Ann, Joshua, John, Mary, Matthew, Uriah, Abigail & Jane. Jeptha began setting up churches in SC and then went into Warren and surrounding counties to institute churches. His last church that he was the pastor of was Long Creek Baptist Church in Warrenton, Warren Co., GA. His first wife had died by this time and he married a widow Mary Thomas. He is
buried in the church cemetery and his headstone has finally been found. The front has washed away with time but on the back is carved, JV. His eldest son Thomas went onto Limestone Co., Al. and died there. The rest of the children scattered to LA., MS. or stayed in GA.

Book M, Page 210: On 17 Jun 1856 Jeptha V. Cowan of said county deeded to Henry Phelps of the same place for $5 via a promissory note for $2000 mortgaging lots 290, 308, and 323 in the 21st District of Pulaski Co. originally Wilkinson 607 1/2 acres +/-. Indenture due 1 Jan 1857. If promissory note repaid deed become null and void.

Note: Lot 290 is included in this parcel of land. I have no record of how or when Jeptha obtained it but it's interesting to note the same lot was in the 1808 land transactions of Joseph Cowan.

Three hundred (300) acres of land, more or less, Nos. not known, bounded by the public road leading from Jeffersonville to Macon, and estate of J. G. Wall, and a plantation road leading from Rebecca Cook's by the old Chappell place to the Macon road. Levied on as the property of J. C. Epps..in favor of Mary Chappell, guardian, etc. vs J. W. Woodall, and W. E. Epps, and W. J. Burkett, adminstrators on the estate of J. C. Epps, deceased.

Also, at the same time and place, two hundred (200) acres, more or less, Nos. not known, but known as the Cowan place....adminstrators on the estate of J. C. Epps, deceased. Jas. C. Herring, Dep. Sh'ff.

Book J, Page 417: On 27 Dec 1817 William A. Cowan of Jones Co. deeded to Joseph Cowan of Jones Co. for $300 a tract of land in the 8th district of Baldwin Co. known as lot 27 containsing 50 acres.

Book K, Page 55: On 7 Jul 1818 Land was seized from George W. De la Huff as a result of a suit by Joseph Cowan was sold at public auction for $41 to Joseph Cowen who then transferred the land to Joseph Fergerson. The land is lot 10 in Jones Co. formerly Baldwin Co. and contained 10 acres.

Book K, Page 142: On 11 Jan 1819 James Thewatt of Jones Co. deeded to William A. Cowan of Jones Co. for $1800 a tract of land in the 11th district originally Baldwin Co. now Jones Co. know as lot 8 containing 197 1/2 acres.

Book L, Page 163: On 21 Dec 1819 Joseph Cowan of Jones Co. deeded to Peter Clower of Jones Co. for $500 land being part of lot 27 in the 8th district of Baldwin Co. at the time of the survey now Jones Co. containg 50 acres.

It's possible Elvira died between 20 Aug 1856 whe she applied for letters of administartion on William A. Cowan estate and 23 Sep 1856 when Jeptha V. Cowan applied for letters of administration on William A. Cowan estate. It's also possible she was unable or just did not want to perform the duty.
