overall leadership on the work of the Global Networks.
Advise
the USAID Leland Initiative Coordinator on capacity enhancement on ICT
and telecommunications policy and regulation and ICTs for development and
the synergies between telecommunications policy and sectoral policy, such
as education.
Advise
the Director of the Center on programs to be undertaken on ICTs for development
and to globalize local Center programs, such as High Tech High Schools
and youth and technology.
Represent
USAID Leland Initiative at international fora, including ICT4D in Geneva.
Initiate
and direct research on various aspects of ICTs for development.
Act
as editor in chief of books on AfricaDotEdu, AfricaDotGov, AfricaDotBiz.
Provide
leadership and overall direction in coordinating the development of a Network
for Capacity Building and Knowledge Exchange in the Telecommunications
Sector (NetTel@Africa) <http://www.nettelafrica.org>. The Network components
include development of a training program on ICT Policy and Regulation,
peer to peer exchange program, community to community ICT applications
for development and ICT research. The Network involves 21 African
and 4 U. S. higher education institutions and expert practitioners from
regulatory bodies in Africa and the U. S.
Oversee
the quality assurance process to develop courses, modules and seminars
on ICTs for development, policy and regulation, ICT applications, particularly
eLearning, for mixed mode delivery.
Co-edited
AfricaDotEdu, along with Koaukou, Oyeyinka and Rao, as a way to share lessons
learned from networking higher education institutions through the use of
ICTs for sustainable development.
Developed
a module of eLearning as part of the course on ICT applications.
Provided
technical assistance in drafting a white paper on E-education in Basic
and Further Education in South Africa and a concept paper on ICTs for education
in Ethiopia.
Wrote
a sourcebook on knowledge exchange and learning partnerships to enable
stakeholders, partners, and customers to access, communicate with each
other, and build a knowledge base.
Assisted
the International Institute for Tropical Agriculture (IITA) and the University
of Ibadan, Ahmadu Bello University, and Obafemi Awoloyo University in Nigeria
to develop a proposal to enhance sustainable agriculture in Nigeria through
the use of IT.
Consulted
with the International Center on Insect Physiology and Ecology (ICIPE)
and its African Regional Postgraduate Program in Insect Science (ARPPIS)
Sub-Regional Masters Program board members and faculty members on weaving
IT into their core research and teaching functions.
Developed
the framework and provided guidance in the implementation of five-South
African-led networks: Transformed Agricultural Education Network, Public
Affairs Network, Management Sciences Network, Telematics Centres Network,

Developed
an eLearning Institute and led seminars or workshops on teaching with the
Internet or eLearning at the following African higher education institutions:

and Kenya Education Network (KENET) members; Universities of Lagos, Jos,
Nigeria at Nsuka, Obafemi Awolowo University in Nigeria, Makerere University,
University of Malawi, Polytechnic at Blantyre and Malawi College of Accountancy.
Consulted
with the University of Dar es Salaam to develop a strategy for organizing
the University Computing Centre and the University Teaching and Learning
Improvement Program to ensure quality online.
Consulted
with USAID/Malawi to develop a tool for ensuring quality on Internet-Based
On-Campus and Off-Campus Education.
Put
together a panel on models for transnational educational partnerships in
Africa and participated as a session participant in the Global Alliance
for Transnational Education (GATE) conference in Colorado.
Developed
and pilot tested an online sourcebook entitled "Connected Education: a
Sourcebook on Teaching and Learning with the Internet (http://www.kelp.org/connected/index.html).
Drafted
an "Assessment of Information Communication Technology Maturity Tool."
