Neil Quercus is the leader of a rogue band known as the Earth Raiders. The Earth Raiders are outlaws, living in the abandoned forsaken cities of Earth. Anarchy rules on Earth, with the strongest and most violent people ruling as dictators only until they get overthrown violently.

Neil initially established himself as a thug on the streets of Los Angeles. But instead of directing his energies at coming into power, he and his followers have another mission: the violent overthrow of the peaceful colonies elsewhere in the solar system. Instead of overthrowing an Earth lord, he wants to overthrow the government of some other colony, which will be less prepared for him. In 3980, he planned his first attack on Martian Nueva America, but the efforts of Dr. Parallax stopped him.

Neil has been behind several other attacks in the 80s and 90s, but as the year 4000 approaches, he has been planning another attack on Martian Nueva America. Dr. Parallax has long since retired, but a new group has arisen to defend M.N.A. And one of these new young heroes is Amber Parallax, teenage daughter of his old enemy.
