DRIVER EDUCATION
Driver Education: This is the course all “new”
drivers must take in order to obtain a Maryland Driver’s license.
The Maryland Graduated Licensing System Law mandates new drivers,
regardless of age, must receive thirty (30) hours of classroom instruction
and six (6) hours of behind the wheel instruction.
Classroom: The thirty hours of classroom’s many instruction
topics include basic operational controls of vehicles, how to navigate
intersections, driving techniques, basic maneuvers, traffic control
devices, defensive driving, rules of the road, alcohol and driving
education, various driving environments, dealing with road rage,
bad weather conditions, how to deal with emergencies and many of
the aspects of teaching safe driving. To pass the class portion
of the driver education course, each student must attend all 30
hours of class, participate in class, respect the property of the
school and others attending the program, have a grade of 80 on each
test plus the final.
Behind the Wheel: There
are 6 hours of behind the wheel instruction. In-car skills that
we hope to cover are the basic maneuvers in a safe environment,
sharing the road with other types of vehicles, basic maneuvers in
more challenging environments, speed control, space management,
lane changing, expressway driving, city/country driving, parking
techniques, and test preparation. To pass the 6 hours of behind
the wheel driver education a student needs to complete all six hours
and pass the performance criteria for each lesson. We offer these
lessons in three (3), two (2) hour sessions. The student will drive
one-on-one with our highly qualified driving instructors.
Once the student has completed both the classroom and the behind
the wheel segments satisfactorily and in accordance with the standards
approved by the Maryland Driver Education Program, PERRY HALL DRIVING
SCHOOL, INC. will issue the student a DRIVER EDUCATION CERTIFICATE.
The certificate is needed before the student takes the driving test
at the MVA. Perry Hall Driving School has offered this course for
over 30 years.
( ***Remember it is not possible to become
an accomplished driver by just taking a drivers education course.
You must, however, diligently and conscientiously practice what
you have learned in our classes and behind the wheel, do the required
60 hours (or more) of personal training with a driving mentor, and
we then feel you will be well on your way to becoming a safe, courteous
driver. Our curriculum is designed to make you a safe driver, not
just get a license. Studies have shown that it takes nearly five
years for a “new driver” to have the skills of an “average”
driver.)

The complete cost of the
course is $300.00. The student must present their birth
certificate OR learner’s permit upon registration along with
a minimum payment of $150.00. Student accounts must be paid in full
on or before their final class session and before the behind –the-wheel-driving
time is
to be scheduled. **A parent or driving mentor is “required”
to attend the first class session with each new driver.

***Attention: Maryland Learner's Permit and
Provisional License Holders: This is a notice to all current
Maryland Learner's Permit and Provisional License holders regarding
changes in Maryland law effective October 1, 2005. Please note
even if you were issued your learner's permit or provisional license
before this date, the changes in the law still apply to you.
Learner's Permit Holders:
**Under age (18) are prohibited from using a
wireless communication device (including a cell phone) while
operating a motor vehicle, except when contacting 911 emergency.
Violations may result in a suspension of your driving privilege.
**Must hold the learner's permit for at least (6)
months before being eligible for a provisional license.
**Must be (16) years and three (3) months before
being eligible for a provisional license after holding the learner's
permit for the mandatory (6) months. The age standard prior to
October 1, 2005 is age (16) years and (1) month.
**Must complete at least (60) hours of driving
practice with someone at least age (21) who has held a driver's
license for at least (3) years. At least (10) of the practice
hours must occur during the period beginning thirty (30) minutes
before sunset and ending (30) minutes after sunrise. A practice
driving skills log must be signed by an individual certifying the
practice driving requirements were fulfilled.

**Provisional License Holders:
**Under age (18) are prohibited from using a

**Under age (18) are prohibited from transporting
any passenger under age 18 except family members (meaning spouse,
daughter, son, stepdaughter, stepson, sister, brother, stepsister,
or stepbrother) and relatives living at the driver's address.
This prohibition is in effect for 151 days after the provisional
license is issued. Violations may result in a suspension of your
driving privilege.
**Will be ineligible fore "Probation Before
Judgment" (PBJ) ruling from the court if the defendant has
previously received a PBJ for a moving violation or criminal
offense.
**Must hold the provisional license for (18)
consecutive months with no moving violations. Even a PBJ
ruling will mean the (18) month period has to be restarted.
**Will be ineligible for a full license until at
least age (17) and (9) months.
DRIVER IMPROVEMENT PROGRAM
(DIP)
The Driver Improvement Program is
an MVA required course for those drivers who have a total 8+ points
on their driving record and, or those drivers with a Provisional
License who are convicted of a moving violation. The MVA or the
courts will notify drivers who must take the course by mail. Drivers
must check their MVA or court letter to locate the due date for
completing this course. Drivers, whose license has already been
suspended or revoked, must complete the course before their license
will be re-instated. Those attending must bring their referral letter
if you have one. If you no longer have your letter or if you are
taking this program as a preliminary strategy before your court
date to show good intentions, you can still attend this course.
These classes are typically offered every other Saturday or Sunday
from 9AM to 3:30PM **please check our website for scheduled dates
with a lunch break. The cost of this course is $60.00
cash or money order only and it is a six- (6) hour program. Those
attending must bring their MVA or court referral letter if they
have one. During the DIP program the clients will review the legal
and safety issues that may be the cause of violations or crashes.
In class there are usually lively in depth discussions of the problems
that are the cause for needing these programs. Perry Hall Driving
School, Inc. will promptly notify the MVA of a client’s completion.
This course is frequently accepted by other states.
Point System Conference (PSC)
The Point System Conference is an
MVA or courts required course for those drivers who have a total
of 5-7 points on their driving record. The MVA or courts notifies
drivers who must take this course by mail. Drivers have approximately
30 days from the date of their letter to complete this two- (2)
hour course. Students attending the course are requested to bring
the letter they received, $25.00 cash or money
order fee, and a picture ID (license). If your conference due date
has expired, you are not eligible to attend this program but must
attend the six (6) hours Driver Improvement Program at the cost
of $60.00 cash or money order. These classes are
typically offered every other Saturday or Sunday for 9AM to 11AM
(**check our website for scheduled course dates.)
3-HOUR
ALCOHOL & DRUG PROGRAM
This 3-hour program is mandatory
for licensed drivers from other countries who want to convert to
a Maryland license. In order to be eligible for a Maryland license
with only this program, you “must” have a country license.
An international license is not a country license. Upon completing
this three-hour course, you will be issued a certificate. The client
must take this certificate along with their country license, be
required to pass a vision screening, knowledge and driving skills
test. Once you complete all satisfactory, you will be issued a Maryland
driver’s license. If you have had a country license for less
than 18 months, you will be given a provisional license. The
complete cost of this course is $35.00 and is typically
taught once a month on Sunday evening from 6 PM until 9 PM.

Review/Refresher/Test Preparation
These are lessons that are designed
for students who have individual needs. This may be as simple as
practicing parallel parking and the basic maneuvers before the MVA
test. Again, it could be as complex as regaining confidence and
redeveloping skills after years of not driving. Regardless, Perry
Hall Driving School has been helping the nervous or anxious driver
for over thirty years. The cost of these lessons per hour
is $50.00 with a minimal lesson of two hours. If a person
would wish these lessons, all they need to do is call the office
to set up an appointment and the lesson is paid to the driver the
day of the lesson. Cash or money order makes payment for these private

MVA Test
Scheduling your MVA driving test
with Perry Hall Driving School assures you that a qualified instructor
who is there to help assist you at the MVA will accompany you to
the testing site. Our instructor will review your paperwork and
documents to make sure that everything is in order “before”
leaving for the MVA. You must have your learner’s permit with
you and you must have held this permit for a period of at least
four months. Also the rookie driver logbook must be completed and
signed in rear of logbook by the same person who signed for your
learner’s permit. (You must be driving under supervision of
a qualified licensed driver who is at least 21 with 3 yrs experience.
More than one person can be a mentor, but the logbook “must
be signed by the same person who signed for the rookie’s learner’s
permit”. You must have the driver education certificate we
issued you the day you completed our course. We will pick you up
at your home, school, or work and transport you to and from the
MVA. We give you a twenty minute “brush up” on the test
prep, plus wait with you while you take your test, you use our auto,
we wait while you get your license and photo and return you to your
home/school/ work in our auto. Our thirty years of experience shows
that this often takes two to three hours on a non busy day and can
be more than four hours at their peak times. The cost for
this service is $125.00 (for our students) $150.00
(for a student not from our school) and paid to the driver at the time
of service. Money order or cash makes payment. This service can
be obtained by calling our office and scheduling an appointment.

Mentoring Packages
This service is offered to students who feel
they have no one to help with all or part of their 40 hours of in
car driving under the supervision of a licensed driver. All or part
of these lessons may be taken with Perry Hall Driving School, Inc.
Driving with the professional instructor will develop and start
you on good practice techniques. Often both parents work and do
not have the time and sometime patience to work with the rookie
driver and ask for our additional assistance. The driving school
will not start mentor lessons until the student has completed the
whole driver education course. He or she can only sign for lessons
in your rookie logbook for lessons taken “after” your
six-hour driver education is completed. No Perry Hall Driving School
instructor will sign the 40-hour completion page unless the student
actually did all 40 hours with our school and instructor.
