Recall is a type of check. There is a vote taken to determine whether someone in a legislative position should remain in office for the remainder of their term or not. Initiative is when citizens sign a petition to force a public vote over a law or amendment. This means the citizens can have a law they disapprove of removed. Referendum is where a vote is held to determine whether a legal proposal would be accepted. Here are some great Recall, Initiative, and Referendum sites: The 2003 California Gubernatorial Recall This web site give a good general description of what recall is. It also provides history of how recall originated in the United States. The main topic, however, is of the recall of a Californian governor. Gives a good definition of initiative.
