Every power line that falls arcs first.
It has been proven that a radio with RFI caused by arcing is the early indication of a fire hazard.
This is a factual journey of an ongoing 14 year battle with a small electric company that seems hell bent on causing its membership problems.
It is a pleasure to serve my fellow man on a worldwide basis when a disaster arises. The Amateur radio operators (Hams) answer the call with high level communications worldwide everyday of our lives with zero cost for their services.
In fact it is the ham radio operators during World War II that handled the majority of health and welfare messages for the men and women of our military services. These military personnel in service of their country needed to have their loved ones at home notified that they were still alive and doing well. This simple service made the distance between these gallant people and loved ones at home seem a little closer, and made the day in day out battle they had to fight seem a little more bearable and as well as seeming to shorten the time abroad.
Another service called Military Affiliate Radio Service (MARS) which was the other service that supplied many military people with phone patch calls and letters to the loved ones at home so these folks could hear the soldiers voice and console them in times of need.
Many of the personnel in this service were ham radio operators in the military serving their country.
So here I am still being interfered with because they are not interested in taking care of the equipment that you and I pay for every month.
This interference is being generated by sparks between components associated with the power system. Sometimes it as simple as a loose nut and washer that holds the system together.
Other times it may be a staple holding the ground conductor to the side of the pole.
In any event it is arcing that has the potential to create a very serious and dangerous situation. An example would be a clamp that holds an energized conductor in the air that has become loose or wasn't properly installed. This could become disconnected and fall within reachable distance to an area of travel or even worse, be in reach of our children’s play area.
This can be most dangerous one when the arcing is eating away at that distribution wire and eventually snaps and falls to the ground.
Remember every wire that has fallen down was proceeded by an arc. This noise effecting Amateur radio operators could be the symptom of the next wire that's going to fall.
These problems could be reduced or even eliminated by a regular maintenance program that, at this time, doesn't exist.
As a matter of fact, I have been told by one area manager "that CEMC has a wait till it breaks program" which seems to be an accurate description of what is going on.
As a matter of fact I have lived here 20 years and it has been at least 10 years since they have performed a pole by pole inspections on my road.
In 1998 I spent $7000 dollars on an emergency communications system, with battery backup, that ham radio operators could use at no expense. And as soon as it was placed into operation it was being interfered with by signals being generated by the utility system. The interference was so intense it would cause total distortion of the signal being received keeping the message from being understood.
So Cumberland Electric Membership Corporation ( CEMC ) of Clarksville Tennessee brought in a 2 people from TVA to do the investigation into the interference, The first gentleman arrived and began walking around with an ultrasonic sniffer which is a parabolic dish with an ultrasonic transducer. At the end of the day it was not repaired and I called Larry Richardson and inquired to whether they had any luck on finding the source. His comment to me was " you cost CEMC a transformer." And I asked him what was wrong with it and he explained "It had an insulator torn out of it." And my comment was" You mean to tell me you normally leave transformers in this condition on the pole?" This was my last conversation with Mr. Richardson on this subject.
The next person came with a receiver designed to capture the signature of the interference and make repairing the exact source easier. This was done so they could conserve money and time, and avoid repairing unnecessary noises and concentrate on the sources effecting me.
Which was fine as long as it was repaired and not an issue to the person relaying the info in an emergency. The repeater system had a phone patch where the user could directly communicate with the emergency service in time of need. (Auto accident, fire and so on.). It is this direct communications that speeds the rescue time up and delivers services needed quickly.
Well this person came and went and no further investigation was given by CEMC even though called and called.
With no more response from my pleas to CEMC resolve the interference to my repeater system, I wrote a letter to the ARRL ( American Radio Relay league ) which I was a member of at the time and asked for their assistance. Well they contacted the FCC ( Federal Communications Commission ) in an effort to get CEMC to do the right thing.
In 2001 CEMC got a letter couple of lrtters from the FCC basically telling them to fix it or else.

And wouldn't you know it in 2 weeks the interference started right back again, and it wasn't until 2004 when they finally got another letter from the fcc which was a Warning, now a warning is nothing to mess with because it gives you no options except fix it or else.

Note in this letter they have deleted my name, And the RFI consultant they mention is RFI Services Mike Martin, he was here 5 days taking care of my problems as well as Phil Brown K4QH.
In the letter you will notice that they mention 14 problems that were found around my wife and I's home in 4 days. One of the five days was spent at K4QH's home. which I believe their were 2 found at his home.
The intensity of the interference was so bad it was eather wiping out our television signal or putting 2 horz wide noise bars in the tv screen that would travel from the top to the bottom screen that made hard to see the image.
At one point we were forced to purchase cable television basic service to just watch the local channels.
And think of this, TV channel 5 which was, oh I am going to make a guess about 20 miles at the most to the south of our home, broadcasting a power level of another guess at least 20000 watts ERP from a tower at least 500 feet higher than a tower mounted antenna at 35 feet was unbelieveable.
The antenna was a 120 mile Lo/Hi band Vhf and 90 mile UHF antenna that as being operated with satellite tv coax to carry the signal to the television receiver.
On the average the powerline noise was never below and S9 or 50 microvolts on any of my radios. The usual intensity was S9+20 DB or 100 microvolts.
It was an ever ongoing strugle to get them to do anything and the only time they would is when the FCC stepped in. Which just goes to prove that self-governed bodies in the State of Tennessee doesn't work.
The photo below is a picture of the interference that I was receiving at 8:51 PM on 3/15/2010 this year. The image was displayed in a Heathkit SB 614 Station monitor and the input source to the monitor was a Kenwood TS 950SD amateur radio transceiver. The external speaker output was connected to the station monitor for the display of the image.
Not all interference is caused by powerline interference, but in my examples below it was caused by CEMC and the lack of maintance. It was confirmed by spectrum analysis on a spectrum analyzer and isolation methods of turning the home power off and directional antenna beam heading. The noise source and the direction of the tv broadcast station were on the same beam heading.
In my case this was the end result determined due to the frequency of the interference.
This photo was taken at 9-4-2007 2:28:14 PM and notice how the image is washed out because of where the interference is destroying the digital signal being sent over the air by WKRN. Depending on which bit in the digital stream is being removed or destroyed the image can have a bunch or a few pixels disturbed.

If you look closely you can notice some square blocks in the picture which aren't clear. These are known as "Tiling" which is what occurs when a bit or bits of the digital stream are disturbed.  |

In any case it has gotten so bad it just about blanked the entire digital stream where no data was being received by the TV receiver.  |

I was going to upload the wave file and found it blank which meant I forgot to turn on the recorder that I use to boost the line level to the computer, so no audio got recorded hence a long blank recording after examination of the wave file. My mistake.

Complaint #99 You can hear the interference in the recording from 2 different radios one on 222.340 and it is an Icom IC 37A and the other radio was a Yaesu FT 8900R on 144.200 mhz.. While I was on the phone with them I rotated the 2 meter beam and had NO fall off in signal from the interference to determine a direction in which I could tell where it was.
