City Council Meeting – January 2, 2007

PRESENT:  Councilmembers Farnham, Jacobson, Williams, and Theede
ABSENT:  Mayor Jones

CALL TO ORDER.
Deputy Mayor Williams called the meeting to order at 7:00 p.m.  He swore in Councilmembers Jacobson and Theede to their elected positions. The City Clerk then took roll call.

PLEDGE OF ALLEGIANCE.
The Pledge was recited by everyone in attendance.

APPROVAL OF CONSENT AGENDA.
Motion by Councilmember Theede, seconded by Councilmember Jacobson to approve the Consent agenda.  Motion passed 4-0.

PUBLIC CONCERNS.
There were no public concerns at this time.

SHERIFF’S REPORT.
There was not a Deputy at the meeting to give a report.  

2007 SPRING CLEAN-UP.
Councilmember Theede reported that he has spoken with Lakeland about the proposed date for the City Clean-Up.  He needs to know if the Council wants to proceed with a Clean-Up Day this year by next month.  The Council agreed to discuss the issue at the February meeting.

PLANNING COMMISSION / PLANNING.
Councilmember Farnham reported that the City Attorney has prepared a draft letter to send to the DNR regarding the Haslund variance.  The draft was distributed and reviewed by the Council.

Motion by Councilmember Jacobson, seconded by Councilmember Theede to approve the draft letter from Mayor Jones to the DNR regarding the Haslund variance.  Motion passed 4-0.

2007 CITY APPOINTMENTS.
Deputy Mayor Williams went through the 2006 City Appointments and Committee Assignments.  Changes were made by the Council to update the list.  

Motion by Councilmember Farnham, seconded by Councilmember Jacobson to approve the City of St. Mary’s Point 2007 City Commission Appointments.  Motion passed 4-0.

Motion by Councilmember Farnham, seconded by Councilmember Jacobson to approve the 2007 Permit Fee Schedule.  Motion passed 4-0.

CABLE COMMISSION REPORT.
Councilmember Jacobson reported that the Commission voted to disburse some money that had been accumulating in an account to the Cities, and this City may receive a check for $4,000.  She would like to use part of the money to wire City Hall for better sound to improve the quality of the meeting tapes.

CITY STAFF REPORTS.
Building Inspector
Duane Stensland reported on the status of the current projects in the City.  

City Engineer
Dave Simons reported that the roadside brushing project has been completed by St. Croix Tree Service.  They have submitted two bills.  One is for $6,816 for the general brushing all over the community.  The second bill is for $772.13 for brushing at five locations that were specially marked.

He provided the Council with an update on the County Road 18 project.  He has heard that the County is planning on doing the overlay in this area still in 2007.  The reconstruction in Lakeland and Lakeland Shores has been moved back to 2008.  The project did get federal funding which is one of the reasons for why they are waiting to start.

City Attorney
Cameron Kelly, informed the Council that his office will be sending out a short information letter to the Councilmembers on general legal issues and the role of the Council.

City Treasurer
Tom Niedzwiecki gave his financial report for the month of December, 2006.

Motion by Councilmember Farnham, seconded by Councilmember Jacobson to pay the bills with checks numbered 2805 through 2818, and the 6 electronic payments for a total of $11,137.71.  Motion passed 4-0.

E.)    City Clerk
The City Clerk reported that there is a signed snow plow contract in effect with Gordy Herman.  

COUNCIL REPORTS.
Councilmember Farnham
He had nothing additional to report.

She had nothing additional to report.

Councilmember Williams
He reported that a memo was received from Washington County asking that a member attend the Board of Appeal and Equalization training.  Councilmember Jacobson informed the Council that she had attended the training last year, and that training is good for a four-year period.    

Councilmember Theede
He had nothing additional to report.

ADJOURNMENT.
Motion by Councilmember Farnham, seconded by Councilmember Theede to adjourn the Council meeting at 8:23 p.m.  Motion passed.
