City Council Meeting – September 2, 2008

PRESENT:  Councilmembers Farnham, Jacobson, and Theede
ABSENT:  Mayor Jones and Councilmember Williams

CALL TO ORDER.
Councilmember Theede called the meeting to order at 7:00 p.m.  The City Clerk took roll call.

PLEDGE OF ALLEGIANCE.
The Pledge was recited by everyone in attendance.

APPROVAL OF CONSENT AGENDA.
Motion by Councilmember Farnham, seconded by Councilmember Jacobson to approve the Consent agenda.  Motion passed 3-0.

PUBLIC CONCERNS.
There were no public concerns at this time.

SHERIFF’S REPORT.
Deputy O’Hara was present at the meeting to review the report.  

PLANNING COMMISSION / PLANNING.

A.) Lundquist Variance: The DNR sent a letter to the Lundquist’s approving a variance for a larger deck indicating the location of the trees that they would like to plant will have to change. This approval gives the Lundquist’s two options for replacing their deck.

Hubbarb Property:  The City is currently waiting to hear from the Hubbarb’s attorney.  This project is on hold until further communication is received.

STANDING COMMITTEES – UPDATES.
Fire District
Councilmember Theede reported that he and Councilmember Williams attended the last meeting and there is nothing new to report.

Cable Commission
Nothing was reported.

Middle St. Croix WMO
Councilmember Jacbobson reported on a resolution that is going through the approval process in the City of Stillwater.  No communication regarding this resolution has been received by the City as of Tuesday, September 2nd.



LSCV Alliance
Councilmember Farnham reviewed the training dates that the City Clerk e-mailed to City Staff and the Council, per Mayor Jones’ request.

CITY STAFF REPORTS.
Building Inspector
Duane Stensland, City Building Inspector, reported on the status of the current projects in the City.  

Duane also updated the Council on the Holmer Property.  Duane received a letter pertaining to the septic system, indicating that they are not in compliance.  The County has requested at a minimum the Holmer’s install & maintain a holding tank.  Councilmember Farnham reviewed the conversations Mayor Jones has had with Scott Holmer.

City Engineer
John Parotti, City Engineer, reviewed the City Engineer’s report that was distributed at the Council meeting.  
        
John reported on the plans for tree & brush service. John indicated that he toured the City with the tree company and located trouble spots.  John also reviewed the map that was distributed at the Council meeting.  

Motion by Councilmember Theede, seconded by Councilmember Jacobson to approve the pruning & brush removal along City streets for the amount of $7,300; with a maximum total of $8,000.

Motion by Councilmember Farnham, seconded by Councilmember Jacobson to approve the removal of dead tree & brush along Iroquois Street for the amount of $5,000- DONATION.
Approved pending the finalization of the contribution.

Resolution number 2008-09-01 accepting a donation of $5,000 for the clearing and removal of trees and brush on City property east of Quentin Avenue and north of Iroquois Street,  per the estimate provided by St. Croix tree service and pending the final approval of the donor.

Motion by Councilmember Farnham, seconded by Counncilmember Jacobson to approve the resolution.

City Attorney
Cameron Kelly, City Attorney, had nothing additional to report.

City Treasurer
Tom Niedzwiecki gave his financial report for the month of August, 2008.

Motion by Councilmember Jacobson, seconded by Councilmember Farnham to pay the August bills, for a total of $19,065.34.  Motion passed 3-0.


E.)    City Clerk
Megan Rucker, City Clerk, reported on the dates and plans for the upcoming primary and general elections.  Megan also reported on the work that is being done to the phone and computer systems at City Hall by reading the memo that Gary LeMay had prepared for the Council.

Motion by Councilmember Theede to adjourn the Council meeting at 7:58 p.m.  Motion passed.
