| Open Wing Leadership (O.W.L.) does not espouse either right or left
wing stances. The issues addressed on these pages do not
address the question of whether we need more or fewer laws and regulations; which economic
assumptions are best or even whether government, bureaucracies and institutions are corrupt or in
what ways. OWL is neither right or left wing, but is open to encompassing the suggestions and
options that spring from a complex facet of interests and ideas. The focus of these pages, then,
is not on who is making the decisions but on whether they are the best decisions
in the particular context. They are issue based rather than personal. Perhaps some of the laws and policies need be changed; perhaps they need to be abandoned; perhaps they are adequate as they stand but the problem arises from a disconnect between written laws and what is actually taking place - between law and policy and practice.
