Generally referred to as "Berlin Doughhuts," bismarks are almost always filled. Fillings include jams, jellys, custards, and cremes.

Although technically a fry cake, this item is in a class of its own. With a very generous filling of home made custard and chocolate topping, these bismarks (shown at left) are to die for. The bismarks are available with the chocolate topping or with powdered sugar. Source

A 'Berliner' or Berlin doughnut is a jelly filled yeast doughnut that Berlin has been famous for dating back to at least the early 1800s. I have not been able to find any specific information as to exactly when 'Bismark' became used as a name for this doughnut, but since Bismark was the architect and first chancellor (1871-90) of the German Empire, and Berlin was the capital of united Germany it is an easy step from 'Berliner' to 'Bismark', since Bismark was Germany.
