This is a standard document used in New Orleans to list arriving passengers.
The words "New Orleans" are pre-printed on the form and the port of origin is filled in for each arriving ship.
Carl Ruthz and his family are listed on lines 162 through 165 on page 5.

(The NARA indexed the last name as Rushz becuse the transcriber didn't see the cross for t which was misplaced to the left)
(I do not know why the name was written as Ruthz instead of Rutz. But, "th" is an old fashion way for Germans to write the "t" sound.)

Note that there are 2 other families that list Charbrow as their origin -
      both of which are on page 5 (line 143 and line 147).
That is highly unusual because Charbrow is such a small village.
I would assume the 3 families knew each other.
