The Black Terror was, in reality, drug store owner Bob Benton. An accident during an experiment with formic ether vapors gave him tremendous powers, which he used to fight crime, espionage, and other sources of evil as the Black Terror. The Terror was assisted by Benton's young friend, Tim Roland, who worked as a delivery boy for the pharmacy. Tim wore a costume identical to that of the Black Terror, but had no special superhero/sidekick name. The two were often accompanied on their adventures by Bob's girlfriend, Jean, who worked as a secretary to the mayor.

The Black Terror's powers varied almost as much as the quality of the art on the feature. In the story presented here, he has incredible strength and a degree of invulnerability. Other times, usually when there was better art, the Black Terror had no superhuman powers, but relied on his wits and fighting ability. His invulnerability also came and went, although he could always, it seems, be knocked out by a blow to the back of the head.

The Black Terror appeared in Exciting Comics 9-69, America's Best Comics 1-31, and The Black Terror 1-27.
