The Governing Board has provided charters for both the Building Committee and the Advisory Group.

Building Committee Charter

The duties of the Building Committee are:

  • To carry out site visits to other churches for resource and comparative purposes.
  • To carry out or coordinate the work of the Advisory Group and any other subcommittees formed to carry out the duties of the Building Committee.
  • To approve the work of the Advisory Group and any other subcommittees and see that all recommendations are channeled for approval through the Governing Board.
  • To coordinate every step of the program with denominational officials. This includes securing approval from the District Office when required before proceeding. Before the planning stage is very far along, the Building Committee should request from the District Office written instructions regarding regulations that the local congregation must meet.
  • To secure the architect (giving preference to Robert Frost) and contractor by authorization of the church Governing Board. It also is responsible for negotiating contracts with both of these parties and recommending approval of the contracts to the Governing Board. All contracts should have an escape clause saying: "Subject to Western PA District of the C&MA and/or Norwin Alliance Church Governing Board approval."
  • To channel approved building plans to any working subcommittees for action.
  • To work directly with the architect throughout the entire project. These contacts should be made by one individual who is appointed by the Building Committee.
  • To ascertain that all legal details are set in order.


1. The Building Committee must have all plans/drawings etc. approved by the Governing Board.
2. All major design/specification changes ($500 or more) must be approved by the Governing Board.
3. All contracts/agreements must be approved and signed by the Governing Board.
4. No money shall be spent without Governing Board approval.
5. All written reports must be approved by the Governing Board.
6. Detailed monthly financial reports will be made to the Governing Board.
7. Final payment will not be made to the general contractor until the Governing Board agrees that all the work is complete to the Board's satisfaction.

Advisory Group Charter

The recommendation approved by the congregation was as follows:


"In addition to the Building Committee, the Governing Board will establish a Fifteen Member Advisory Group comprised of representatives from various ministries and groups (Adult Sunday School classes, Deacons, Deaconesses, Club NAC, Children's ministries, Fellowship Committee, Keen-Agers, Sound room, Trustees, Vacation Bible School, Youth etc.). The purpose of the Advisory Group is to gather information, brainstorm, communicate the special needs of their ministry/group and facilitate a dialogue between the Building Committee and their ministry/group."

The Advisory Group does not have authority to act or make decisions without the express permission of the Building Committee. It is accountable to the Building Committee which is in turn accountable to the Governing Board. The Governing Board will appoint a chairperson and a vice-chairperson of the Advisory Committee. The primary functions of the Advisory Group are:

  • To ascertain and communicate the special needs of various ministries and groups within the congregation to the Building Committee. This will primarily be done through the administering of questionnaires. The Advisory Group will compile the data and present their findings to the Building Committee. The Building Committee and the Governing Board must approve all questionnaires.
  • To act as an informational liaison between the Building Committee and the congregation.
  • To ascertain and communicate the special needs of the surrounding communities to the Building Committee.
  • To act as a sounding board for the Building Committee.
    Some members of the Advisory Group may be asked to form sub-committees to further assist the Building Committee in completing its work.
