2008 Season

1. League Structure
a.
The league
will consist of sixteen (16) teams in four divisions (4 teams per division).
b.
League fee
for each team is $100 dollars and is due by Draft Day. Failure to pay the
league fee may result in a partial team freeze. Under the partial freeze the
team owner will not be allowed to pickup any available players, make any
trades, and/or place any player on the injured reserve list. If the league fee is an issue please
make alternative arrangements with the Commissioner.
c.
CMFB Season
is 19 weeks, starting Sunday, April 5th and ending Sunday, August 16th. Each
team will have two match-ups against each of their division rivals and one
match-up against all non-divisional teams. Weekly periods run between Monday to
Sunday, with exception to Week 1 (Sunday to Sunday).
d.
CMFB Playoffs will
consist of three rounds (weeks), starting August 17th, and ending September
6th. Eight teams will make the playoffs, four division winners and the next
best overall four teams based on their record.
e.
All-Star Week (week 15); During this
shorten week there will be no head-to-head play, but instead the top 8 scoring
team during this week will receive a win and the 8 lowest scoring teams will
receive a loss. Note: The 2008 MLB All-Star Game will take place on July
15th @ Yankee Stadium,
f.
Dead Teams;
If at any time a team looks like it has been completely abandoned by the owner
it will considered a "Dead Team." Each occurrence will be viewed on a case-by-case basis, at
the Commissioner's discretion.
Dead Teams will be addressed through penalties, up to, and including
forfeiture of the team. Dead Teams will be barred from making any player
transactions, lineup changes, and from participating in any playoff
competition. Note to all team owners that Dead Teams will not be disbanded in
anyway.
g.
Bud Selig
Power; If any indiscretions or loopholes not covered in the general CMFB rules
the Commissioner will take steps to resolve the matter as he sees fit.
Commissioner will have absolute final decision on any such matters. In addition fines of $2 dollars may be
issued for various rule infractions.
Fines may also be issued to any team owner that performs an
"idiot" type move. Examples include; picking up a player that's
already on your own or somebody else's team. Starting a players that is on your disabled list, or
submitting a lineup with too many players.
h.
Voting: If there's an
issue that requires a league vote, the Commissioner must initiate the voting,
not team owners. Each team represents one vote, while the Commissioner
represents two votes for a total of 17 possible votes. During pre-season team
owners can suggest idea or changes to the league. The Commissioner may opt to
implement it, deny it or put the proposal up to a league vote. Any if in not
all rules changes must be done before the start of the CMFB season.
2. Draft
a.
The
Commissioner and at least two witnesses will do draft picks during the first
week of March. The results will be available the following day.
b.
Trading of
draft picks is allowed up to, but not on the day of the draft.
c.
Draft Location: To keep
our secret lair hidden, this information will be sent via email.
d.
Each team
will draft a total of 20 MLB players. Each team will need have at least a
minimum of 4 Starting Pitchers, 2 Relief Pitchers, and 9 Position Players (C,
1B, 2B, 3B, SS, 3xOF, DH). Or 5 Starting Pitchers, 1 Relief Pitcher and 9
Position Players (C, 1B, 2B, 3B, SS, 3xOF, DH).
3. Injured/Reserve Players:
a.
Each team
has a total of four (4) Injury/Reserve spots. Three (3) for injured players and
one (1) for a minor league player.
b.
An injured
player is eligible to placed on the Injury/Reserve list when he has been place
on the MLB 15, 30 or 60 day DL. When this occurs CBS Sportsline will change
online status of these players to
“I” for injured. Players that are listed “day-to-day” do not qualify for the
Injured/Reserve list. You may place a maximum of three (3) injured players on
the Injury/Reserve.
c.
You may place a maximum of
one (1) Minor League player on your Injured/Reserve list. A Minor League player
is any player on any active MLB Minor League roster and NOT on the MLB disabled
list or active MLB roster. This allows teams to place a prospect or an
upcoming rookie in reserve for a lengthily period of time without it taking up
one of your five bench spots.
d.
Using CBS
Sportsline, teams can take an injured player off the I/R themselves only when
they have second player that qualifies to be placed on the I/R. Basically a
swap of injured players, one on and one off. This can be used to make a last minute lineup change.
e.
If you have
players on your Injured/Reserve list that becomes Active either by coming off
the MLB disabled list or being called up from the minors, such player
must be activated within 7 days from coming off the MLB disabled list. Failure
to due so, may result in a $2 dollar fine (per week).
4. Trades:
a.
Trades are
$2 per team regardless of the number of players traded.
b.
Trades can be submitted
at anytime, but must be approved by the Commissioner. The Commissioner will
evaluate the trade to make sure it's fair and beneficial for all teams
involved, a process that could take up to 48 hours.
c.
Trades that
are approved will take effect the following Monday.
d.
Trade
deadline for the season will be
e.
No
Firesales; Once a team has been eliminated from the playoffs it will be barred
from making or being involved in any trades. To clarify
elimination: If a team doesn’t have the means to not only match another team
record but are also more than 200 total season points behind their closest
contender they will be considered eliminated and therefore barred from making
trades. This is based upon a mathematical improbability rather than
mathematical impossibility.
f.
The
Commissioner will be coming by around July 15th & September 1st to collect
trade fees.
5. Pickups/Waiver Wire:
a.
Format: For the 2009 season will be using a Daily
Waiver Wire format. With this format teams will be able to submit waiver
requests online for any available player (free agent or dropped) and have their
request processed with other team requests at the end of each day. Typically around 1am to 2am the
following morning.
b.
Waiver Priority: The Waiver Wire priority will begin the
season reverse of the first round of the draft with pick 16 getting the highest
priority. From that point forward anytime you acquire a player off waivers you
will move to the bottom of the waiver priority list. Unlike in previous season
where the waiver priority was based upon the standings each week, the waiver
priority list will be continuous throughout the entire 2009 season. This is an
more ideal format when being allowed to acquire players on daily basis, rather
than on a weekly basis.
c.
Pre-Season Waiver/Pickups: Teams will not have the ability to pickup or drop
players until the Commissioner activates this option in CBS Sportslne. The
Commissioner will activate this option on Thursday,
April 2nd and CBS Sportsline first waiver run will occur Friday,
April 3rd (1am – 2am).
d. Waiver/Pickup Limit: Each team is limited to three (3) pickups per week.
e.
Any
waivers request that would cause your roster to exceed the maximum players
allowed will be skipped.
f. Post-season Waiver Priority: There will be no additional restrictions or limits during the CMFB Playoffs. In addition there are no restrictions on the type of player that can be acquired.
g. If a team drops a player accidentally please email the Commissioner immediately so I can fix the error. If you fail to contact the Commissioner and the player in questioned is claimed off waivers you’ll be out of luck.
h. Each pickup (or claimed player) will be $2.00 dollars each.
i. The Commissioner will be coming by around July 15th & September 1st to collect pickup fees.
6. Lineups:
a.
Weekly
lineups must include 9 hitters by position including Designated Hitter, 4
Starting Pitchers, 2 Relief Pitchers or 9 hitters by position including
Designated Hitter, 5 Starting Pitchers, 1 Relief Pitchers.
b.
All batters
are eligible for the Designated Hitter position.
c.
A pitcher
will be eligible as a Starting Pitcher if he has started 5 games either last
season or this season. A pitcher will be eligible as Relief Pitcher if he
has pitched a minimum of 10 games in relief in either this season or last season.
If a pitcher has meet both of these requirements then they'll will be
eligible at either position throughout the current season. You will be
allowed to start a Starting Pitcher as a Reliever if he's meet these
requirements. Same goes for a Relief Pitcher turned Starter. CBS
Sportsline will not recognize this type of minimum game requirements, so if you
have eligible players please inform the Commissioner and he'll make the
adjustment manually.
d.
Pitchers
whom haven't meet any positional requirements will be assigned as a Relief
Pitcher or Starting Pitcher by CBS Sportsline.
e.
A positional
player will be eligible for a particular position if they have played at least
a minimum of 20 games at that position either this season or last season.
If a player didn't play at least 20 games in the majors last year, CBS
Sportsline will designate the player's primary position until he plays 10 games
and qualifies at another position.
f. Lineups must be finalized 30 minutes before the first game of each weekly scoring period; afterwards CBS Sportsline will no longer allow changes. If you have any problems changing your lineup please email your lineup to the Commissioner before the start of the first game.
g. Teams that don’t turn in or submit, the previous weeks lineup will be used. This includes invalid lineups that have not been corrected by the owner. If the previous week lineup cannot be used the Commissioner will arbitrarily assign an updated lineup for the team owner. It will be the job of the Commissioner to make sure each team has a valid lineup, but not necessarily their best lineup.
6. Scoring / Standings / Scheduling
a. Pitchers receive weekly points for: ERA, WHIP, Wins, Saves, Strikeouts, and Complete Games. See chart below.
b. Hitters receive weekly points for: Batting Average, Runs, RBI’s, Home Runs, Doubles, Triples, Stolen Bases. See chart below.
c. In the event there's a tie, the tiebreaker will be the team with the most bench points. In the event that both teams have the same score including bench points the team with highest scoring player on their starting roster will declare the winner.

e.
CMFB Season
will be 19 weeks, starting April 5th and ending August 16th.

Each team will have

all non-divisional teams. Division play will take place during the first 3 and
the last 3 weeks of the CMFB season. Weeks 4 through 16 will be entirely
non-divisional play, except for All-Star week (week 15). During All-Star week
there will be no head-to-head play, but instead the 8 highest scoring teams
during this week will receive a win and the 8 lowest scoring teams will receive
a loss.

7. Playoffs
a.
8 of the 16
teams will be involved in the playoffs lasting three weeks. 4 Division
Winners and 4 Wild Card Winners.
b.
Playoff Format: For the first
round of the playoffs, the three top Division Winners would have the ability to
pick their opponent. Starting with the team with the best record they will pick
their opponent (one of four Wild Card teams). The 2nd best team would choose
between the remaining three (3) Wild Card teams, then the 3rd best would pick
from the remaining two (2) Wild Card teams. This format will give additional
incentive for finishing as the best team, and if you do loose in the first
round you'll have nothing to bitch about because you picked your opponent. Once
the match-ups have been determined then the playoffs will commence using a
standard bracket format (1-4 & 2-3).
c.
3rd and
d. Prizes will be distributed as follows:
· 1st Place team will receive $500.00 + 60% of the
Pickup Money
·
2nd Place team will receive $250.00 + 30%
of the Pickup Money
·
3rd Place team will receive $125.00 + 10%
of the Pickup Money
·
Each season division winner will receive
$100.00 dollars.
·
The team will the most starting points at
the end of the regular CMFB season (Week 19) will receive $100 dollars.
e.
A Stat Service Fee of $125
dollars is deducted from the total prize pool. Stat Service provided by
CBS Sportsline.
f. A Short Season; In the event that the MLB season is cut short, thus not allowing us to continue our own CMFB season, the league fees will be returned to each of the league owners and pickup money will be distributed evenly between the four current division leaders. However if the MLB season is cut short during our CMFB playoffs, all the prize money (league fees & pickup money) will be distributed evenly to all remaining participating teams.
