When I was deciding whether two persons are the same or not I was following these guidelines:
-Collect all the relevant verses, if there are many of them, create a chart for easy comparism-Check if the persons in question lived during the same time
-Check the relevant verses, how do they refer to these persons
-Check all the Bibles that I have whether they link the two person in any way, maybe on the margin notes
-Check Treasury of Scripture knowledge for links
In this case I've found the following:
-Only 1 verse could suggest that they are the same: Zep 1:1. The suggestion here is not very strong as it does not spell out that Hizkiah was a king.
-Hizkiah lived 4 generation earlier than Zephaniah, who was contemporary of Josiah, who lived 3 generations later than Hezekiah the king. This suggests that Hizkiah and Hezekiah could have lived at the same time, so they could be the same.
-The relevant verses provide the most information in this case:
In the books of Kings, Chronicles, and Matthew it is no doubt that they talk about the king Hezekiah.
The interesting thing is to see how ALL the other books emphasize that the Hezekiah they talk about was a king:

And compare to these verses the only verse that we are using as the base of the argument:
Zep 1:1
son of Hizkiah, in the days of Josiah the son of Amon, king of Judah.
It is the only verse that does not specificly say Hizkiah was king. And at the same time it emphazises that Josiah was a king.
-After checking all the Bibles I have, none of them links the 2 persons together.
However the NIV study Bible in the "Introduction to Zephaniah" section says that Zephaniah was the 4th generation descendant of Hezekiah the king. They do not provide any explanation whatsoever though why do they think that Hezekiah is the same as Hizkiah. Interesting to see that contrary to the introduction, they do not have linking margin note in Zep 1:1 after Hizkiah's name, suggesting that even they do not think that the 2 persons are the same.
-The Treasury of Scripture Knowledge does not link them.
So, based on the facts collected above, I believe we can conclude that there is no strong enough supporting evidence to think that Hezekiah the king is the same person as Hizkiah the ancestor of Zephaniah.

Chapters 26 and 36 of Genesis disagree on the marriages of Esau. Gen. 26 and 28 show spouses 1) Judith, dau. of Be-eri
the Hittite, 2) Basemath, dau. of Elon the Hittite, and 3) Mahalath, dau of Ishmael. However, according to Gen. 36
he had spouses 1) Adah, dau. of Elon the Hittite, 2) Oholibamah, dau. of Anah, son (or dau.) of Zibeon the
