Some Internet Security programs can make downloading these files difficult. Please note you may be only able to download these files with Microsoft Internet Explorer, other web browsers may not work. If you are getting "You are not authorized to view this file" please try these steps.
1. Make sure you have cookies turned on. In Microsoft Internet Explorer go to Tools- Internet Options- Privacy and change your Internet Zone settings to Low.
2. Temporarily turn your Internet Security Program off.
