Pre-1002: The history of the Solomani Confederation follows canon during this time period.
1002-1069: Shortly after the Solomani Rim War (990-1002), the Solomani Sphere's totalitarian government gradually starts to unravel. For many, the crushing defeat and the loss of Terra at the hands of the Imperium (as well as the moribund state of the Solomani infrastructure and economy) leads them to start to doubt the "Solomani Cause". After all, how could the "Inheritors of the Galaxy" do so poorly when compare to their "inferiors"?
Over the next 70 years, the Solomani infrastructure and bureaucracy continues to break down, while public opinion slowly sours against the "cause". SolSec's expertise at causing fear and forcing obedience serves as a brutal yet effective damper on the trend towards decay for many years. However, as effective tech levels and the revenues from interstellar trade begin to decline, SolSec along with the rest of the Solomani government finds itself less and less capable of maintaining order and control.
1070-1079: Anti-Solomani Party movements start to become prevalent, especially amongst young people. While many demonstrations are crushed with deadly force, the government's very brutality serves to undermine their position.
1080: Kukulcan (Solomani Rim 2835) openly declares independence from the Confederation. The Solomani immediately respond with a naval interdiction, but are unwilling to use direct force to subdue the system. Instead, SolSec introduces a bioagent that targets Kukulcan's local food crops.
1081: Responding to overwhelming popular outcry, and with the open support of several Solomani worlds just coreward of Kukulcan, Imperial forces run the blockade and send humanitarian aid to the system. Unfortunately, their efforts come too late to prevent the death of nearly 30 billion Kukulcani as a result of violence, starvation, and disease. As the magnitude of the Kukulcani situation becomes apparent, most of the coreward half of the Kukulcan subsector secedes from the Confederation. The Solomani respond with a declaration of war against the Imperium, but are unable to muster any more than a token military response.
1082-1084: Despite the best efforts of SolSec, news of the "Murder of Kukulcan" sweeps across the Confederation. Many additional systems, especially in border regions, decide to secede. The Bootean League, frustrated by years of Solomani bureaucratic inefficiency and outraged by the their brutality, declares its independence in 1083. The Lilain Main, a cluster of predominantly hi-population worlds in the Aldebaran Sector, form the Confederation of Lilain in the same year. As news spreads inward toward the heart of the Confederation, general unrest erupts into civil war, as pro- and anti-Solomani systems take up arms against each other.
1084-1119: The Solomani Civil War
Unlike most internecine wars, the SC War was neither general nor uniform in
its intensity. In some subsectors, the war was so fierce that entire systems
were reduced to depopulated husks, while in other areas only sporadic and
minor conflicts occurred. A few regions, such as the Confederation of Lilain,
actually benefited somewhat from the increased demand for arms and
information. The central government played less and less of a role as the war
continued, and by 1095 largely existed in name only (except on Home [Aldebaran
1816] itself and a few neighboring worlds).
As time went on, the intensity of the conflict decreased as most systems found themselves less and less capable of economically sustaining their war efforts. By the early 1110s, almost all conflict was limited to in-system fighting and commerce raiding.
1119: The Concordance of Lapis
Around 1115, the six largest alliances began formal peace negotiations. After
years of often intense political wrangling, representatives of the Bootean
League, the Confederation of Lilain, the Republic of Tauri, the New Earth
Union, the Ustral Federation and the Acrux Combine signed a formal peace
treaty on the resort planet of Lilain on 128-1119. This agreement marks the
formal end of the SC War, but many systems have refused to acknowledge its
validity and continue to fight to the present day.
The Present (1121)
Many people, especially near the coreward border, see the Imperium as the only
entity that has the resources to restore long-term order and prosperity, and
generous relief efforts sponsored by the Imperium and wealthy Imperial
citizens help to support this view. There are also rumors amongst the more
"anti-Imperial" Solomani that the Imperium is engaged in an intensive
campaign of propaganda and covert operations to "soften everyone up"
for eventual "Imperial reintegration".
Of course, there are still hard-core Solomani Party supporters out there, who want a return to the "glory days". While some resort to violence, a great many of them just become quietly uncooperative, and use whatever is left of the Solomani bureaucracy at the local level to thwart any reforms.
