There are other projects proposed like Burlak and MAKS which I have not placed on the list yet, they have no projected dates for operations.

Among the boosters scheduled to fly in 1997 or beyond, only a few are considered good bets while others are long shots due to funding difficulties and lack of waiting customers.

Rokot will fly at least once, after than its questionable if customers will flock to it.
Volna, Shtil-2 & 3, Surf and Rif-ma are all very questionable. A couple of flights may be made, but not all these projects will succeed commercially.
Kosmos-M is based on a sound history and is as good bet to succeed.
Soyuz-2 is to be utilized in military and manned operations so it will almost unquestionably be realized.
Proton-M has strong financial backing and demand due to ILS and Khrunichev's commercial success with the current Proton.
Zenit 3SL (Sea Launch) has firm financial backing and only a major disaster can stop it from being realized.
Riksha is an odd program to develop a LNG/LOX booster based on existing engines, its commercial application is unclear.
Angara, Angara-24, Yeniesy and Neva are all a family of boosters with military backing, but its a long term project, expect long delays in its realization.
