International Old-timers Motocross

Annual Congress Meeting

 

Prior to the meeting, approval was granted by those in attendance to allow Dan McCarthy to represent Las Vegas Chapter.  Bert Minchow had planned on being here but needed to be home as soon as possible after the race on Sunday.   Bert wrote a letter to Congress prior to his departure, and put all his votes on the printed agenda items.  Dan only voted for Las Vegas on those issues listed on the printed agenda as annotated by Bert.   With this same intent, Pat Tocher voted for Alberta on issues they had previously discussed.    

 

The meeting was called to order at 9:00 am.

 

First item of business was to collect the $200 fee from all those present, which was presented to Jimmy Harris who will be the host chapter for 2004.

Minutes of the previous meeting in 2002 had been corrected and then approved following the last meeting.  Rules were changed and issued based on the corrected minutes.  Minutes were officially accepted at this meeting.

 

Don Tocher presented a financial report.  Riverside moved that we accept the financial report as presented.  Seconded and passed.

Old Business:  At the race in BC, there was a rep's meeting held to discuss a situation regarding a rider who had moved down from the Expert class, was winning the Amateur class and moved back up.  Washington/Garry rep was concerned that the scorekeeper did not follow the vote taken at the reps meeting.  There was confusion regarding what was voted on at that reps meeting.  Votes taken at a chapter representatives meeting at a race will be final as long as it is in accordance with the current rules.

 

New Business:

 

1.  Bob Krah sent a letter to Congress, resigning as a chapter.  Don Tocher moved we give them to the end of the year as a chapter.  Seconded and passed.

"To International Old-timer Congress:  This letter is to inform the reps to the Congress meeting.  I will not be taking care of the RMOT this next year, as I am tired of doing all the work.  I have told my members, I was getting out and no one has stepped forward as of yet.  RMOT would like to reserve the right for some one else to take over and put up the money and have a race.  If someone does not come forward by the end of the year it probably will not happen ever.  I will recommend my members to join the Idaho Club, if no one steps up to the plate.  I would like to thank all of the International members who have worked with me and supported me, RMOT, & MXI.  I am truly sorry for the short notice, but I just cannot do it any longer.

2.  Oregon: 

 

     a.  What do we do when we have more riders than gate positions?  Much Discussion.

Sierra moved that we change Rule XI E. to Read:  "If there are too many riders in a class for the starting gate or track conditions to handle safely (decision will be made by the hosting chapter), there will be a double gate start with two separate divisions, with equal trophy and payback points for each group.   Motion seconded and passed.

RULE CHANGE:   XI.E. 

 

     b.  Number plates earned 1-10 should be reserved for those who earned them.  No one else should ride with that number at an International.  Sierra moved that #1-10 are earned numbers and take precedence at the International.  If duplicate numbers show up, the non-earned number is modified.  Seconded and passed.

3.  Washington. 

 

     a.  Garry suggestion we delete the Master B class.  Much discussion pro and con.

Garry moved we eliminate the Master B class.  Seconded by BC.

RULE CHANGE.  IX.C.  ELIMINATE MASTER B AND THE LETTER A AFTER MASTER.

 

     b.  Garry suggested that if Congress should pass rules that have to do with classes, the members in that class should vote on it.  Much discussion.  No conclusion.

                                                            

     c.  Garry moved that we make a rule change - when a race is red flagged after the first lap, the race will be restarted according to the positions of the riders established in the lap prior to the red flag.  Seconded by Riverside.

     d.  Garry moved that we have three classes for the Plus 70.  Seconded and passed. 

 

     Garry moved that we name the Plus 70 classes Master, Expert, and Amateur.  2nd by Riverside.  Motion denied.  The names will not change to Master, Expert and Amateur.

 

     Ron Clawson moved that we add Novice to the Plus 70 class.  Seconded and passed. 

RULE ADD:  IX. C. ADD PLUS 70 NOVICE CLASS.

 

4.  Sierra: 

 

     a.  Suggested we combine the Plus 50 Master with the 40 experts.  BC/Don suggested that we try to combine classes that have the same times.  We have a rule XI. F that speaks to combining classes, which is OK.  Every effort will be made by the hosting chapter to do this

 

     b.  Refunds for pre-entries:  Refund policies will be put on the entry flyer and will be adhered to.  If there are expenses that will be taken from the pre-entry form this should be stated.  A policy that has been followed in the past is that if a rider does not show up to check in, he gets a refund.  If he comes and checks in, no refund.

 

5.  British Columbia: 

 

     a.  Since we eliminated Master B - Don suggested that the riders be offered the choice of going to the Master or to the Expert Class.  It was concluded that all masters are now one class.

 

     b.  BC/Don moved the plus 60 experts have 5 motos:  3 on Saturday, 2 on Sunday, 18 minutes each.  Seconded by Nevada:  Las Vegas/Los Angeles - No; CV/Arizona - Abstain.  Washington, Sierra, BC, Alberta, Nevada, Riverside, Oregon - Yes.  Motion carried.

RULE CHANGE:  XII.B. & C.  B.  "Plus 60 amateur and novices/70 expert, amateur and novice will have two motos on Saturday and two motos on Sunday." 

C.  (add) OLD-TIMER plus 60 Expert - 18 minutes. 

 

     c.  Don moved we return to the 2002 agenda item submission time frame, i.e., each chapter will submit their agenda items 60 days prior to Congress meeting.  Seconded by Sierra.

     d.  BC moved that Rule X.C. be changed to read:  "A strip of the appropriate colored duct tape applied horizontally above and below the number, would be acceptable for single event purposes.  Riders with the wrong colored number plates will not receive International Points."    Seconded and passed.

6.  Nevada:

  

     a.  Bobbie moved that each chapter add their chapter letter to their rider number plates.  The top 10 earned numbers would not need the letter, 2 inches in height.  Seconded and passed.

***At the meeting Sierra indicated "P".  The Sierra Chapter members changed it to "S" subsequent to the Congress meeting.

RULE ADD:  X.E.  EACH CHAPTER WILL ADD THEIR CHAPTER LETTER TO THEIR NUMBER PLATES.  THIS WILL BE MANDATORY FOR DUPLICATE NUMBERS 1-10.

 

     b.  Bobbie moved that Rule XI. K. Be changed to read:  "Earned event trophies must be available to riders traveling over 200 miles 30 minutes after the results are posted."

Seconded and passed.

     c.  Nevada:  Moved to add to the rules:  If a red flag comes out during the moto, if the race is 50% done it will be called final.  Seconded and passed.

RULE ADD:  XII. ADD Q.  If a red flag comes out during the moto, and the race is 50% done it will be called final.

 

     d.  Nevada:  Labeling classes.  We have no Master B.  Do we want a master class for pros who will not get money from Old-timers?  Bobbie suggested a new Master Class that would be called Open Pro (in name only - no money).  Ride for 22 minutes.  Blue background number plate.  Seconded by Central Valley.

RULE ADD:  IX.C. & XII. C.  OPEN PRO CLASS = 22 MINUTES.

 

     e.  Nevada:  Lynn Chapel, who has been representing Nevada at other Chapter races, has been timing riders in their motos.  She had a letter requesting these times be used for moving riders up from the classes they are dominating by their faster times.  Much discussion.  We also talked about the chapter classification for a rider being different than the International classification.  Riverside is the worst offender.  Riders should be classified according to their skill, which should be the same at an International or a local event.

 

7.  Central Valley:

 

     a.  For this year only, lower the number of International events to be counted from 7 to 6 (due to the cancellation of Las Vegas).  Seconded and passed.  Washington spoke against this, as he was not in favor of changing any rules in the middle of the year.

 

     b.  Nevada/Bobbie moved that when a rider is moved by the system to a higher class, and his rep says yes, he be moved up, he stays there for at least that year before he can move back down.  Seconded by CV.  6 Yes, 2 no.  Motion carried.

RULE ADD:  IX. E.  WHEN A RIDER IS MOVED BY THE SYSTEM TO A HIGHER CLASS AND HIS REP SAYS YES, HE IS MOVED UP, HE STAYS THERE FOR AT LEAST THAT YEAR BEFORE HE CAN MOVE BACK DOWN.

 

     c.  Ron moved that we change the factor in the computer move up system for the 40 and plus 50 Amateurs and the 40 experts only.  Seconded and passed.

 

     d.  Ron proposed that we utilize Roberts Rules of order for a basis of our meetings.  All were in favor.

 

8.  Los Angeles:  The Insurance costs for our races have affected all of us.  Jeff proposed that we find an Insurance Carrier that would cover all of our OT events.  We each need to search out a carrier to get the best rates.  Could we all come back with a number, before the end of the year, with an envelope of liability coverage charges.

 

9.  Riverside:  Scott moved that when a rider passes on a yellow flag or jumps on a yellow flag he be docked a lap for that moto.  Seconded and passed.

RULE ADD:  XII. R.  WHEN A RIDER PASSES ON A YELLOW FLAG OR JUMPS ON A YELLOW FLAG HE IS DOCKED A LAP FOR THAT MOTO.

 

Next meeting, 2004, will be hosted by Oregon.  The meeting will be Sunday, September 5, 2004, following the race at Fernley.  It will start as soon as possible, 3:00 pm, at the Masonic Hall in Sparks.
