NOTICE
Warnaco is our landlord and, has
graciously given us permission to fly our models from their property. Warnaco gets absolutely no renumeration from
our club for this privilege. For this
reason it is essential for us to respect their rights and property In order for
us to continue flying on their ground it is necessary for us to obey any rules
they set forth.
One day out of the year Warnaco
must close our road, in order for them to maintain it as a private
drive. This is usually done in the
spring of the year for a 24 hour period, (usually Sat. evening till Sun.
evening). They put barricades at the
entrances with notices on them. On this
day there is to be absolutely no flying permitted at our field, regardless of
how entrance to the field is obtained.
Anyone flying at our field
on this day will be expelled from the club for one year.
We must, if we want to continue to
use Warnaco’s property, maintain good relations with them. This can only be achieved if every club
member respects Warnaco's rights.

BY-LAWS
ADOPTED BY THE MEMBERS: 01/15/85
ARTICLE I
PURPOSE and NAME
SECTION 1
-The purpose of this club is to
promote and encourage the sport of building and flying radio controlled
aircraft and maintain an adequate flying site, for the foregoing
activities. Also to establish an
organization dedicated to the encouragement of aeromodeling to interest
individuals of all ages; and to promote safety and responsible operation of
flying model aircraft.
SECTION 2
-The name of this club shall be:
“ALTOONA
RADIO CONTROL CLUB, INC.”
ARTICLE
II
MEMBERSHIP
SECTION 1
-Membership in the "Altoona
Radio Control Club, Inc.” shall not be restricted by any race, color, creed,
sex, or national origin.
SECTION 2
-All member, with flying
privileges, shall be required to be members in good standing of the Academy of
Model Aeronautics, hereafter called A.M.A.
SECTION 3
-Membership shall be divided into
the following categories:
A) Regular Dues Paying Members.
1. They shall be a minimum of
eighteen years of age.
2. They shall be A.M.A. members,
with flying privileges.
3. They shall have full voting
privileges.
4. They shall be eligible to hold
any club office.
5. They shall be eligible to serve
as committee members.
B) Junior Dues Paying Members
1. They shall not have attained
their eighteenth birthday.
2. They shall be A.M.A. members
with flying privileges.
3. They shall have full voting
privileges.
4. They shall not be eligible to
hold office.
5. They shall be eligible to serve
as committee members.
6. They shall pay only half dues.
C) Regular Non-Dues Paying Members
1. Defined as wife, or husband, (or
living as wife, husband), of an active dues paying member.
2. They shall be A.M.A. members
with flying privileges.
3. They shall have full voting
privileges.
4. They shall be eligible to hold
any club office.
5. They shall be eligible to serve
as committee members.
D) Junior Non-Dues Paying Members
1. Defined as the
child or grandchild of an active Dues Paying Member, who has not attained their
eighteenth birthday.
2.
They shall be A.M.A. members with flying privileges.
3.
They shall not have voting privileges.
4.
They shall not be eligible to hold any club office.
5.
They shall be eligible to serve as committee members.
E) Associate Non-Dues Paying
Members
1. Defined as wife,
husband, (or living as wife, husband), or child, under eighteen years of age,
of an active Dues Paying Member.
2. They shall not be
A.M.A. members and have no flying privileges.
3. They shall not
have voting privileges.
4. They shall not
be eligible to hold any club office.
5. They shall be
eligible to serve as committee members.
F) Honorary Non-Dues Paying Members
1. Defined as one honored by the
club with free membership.
2. If they are A.M.A. members they
shall have flying privileges.
3. If they are A.M.A. members they shall
have full voting privileges.
4. If they are
A.M.A. members they shall be eligible to hold any club office.
5. They shall be eligible to serve
as committee members.
SECTION 4
-Membership cards shall be given to
members upon payment of dues. This card
shall be dated to expire Dec. 31st or June 30th depending upon next dues due
date.
ARTICLE
III
DUES
SECTION 1
-Dues shall be assessed only by a majority vote of a quorum.
SECTION 2
-Dues shall be assessed at a rate of
$52.00 per year for Regular Members and $26.00 per year for Junior Members.
SECTION 3
-Dues are payable annually, between
Jan 1st and April 1st.
SECTION 4
-A member is classed as delinquent
in payment of dues if not paid by April 1st.
SECTION 5
-A grace period of one month shall
be given to delinquent members.
Delinquent members may not fly after this grace period expires.
ARTICLE
IV
OFFICERS
SECTION 1
-All officers must be members in
good standing of A.M.A., and members in good standing of the club.
SECTION 2
-The officers of this organization
shall consist of:
A) President
B)Vice-President
C) Recording Secretary
D) Treasurer
E) A.M.A. Secretary
F) Field Safety Officer
G) Assistant Field Safety Officer
SECTION 3
-All officers shall be, nominated
at the Nov. meeting, shall be elected at the Dec. meeting and shall be sworn in
at the Jan. meeting. Their term shall
be two years.
SECTION 4
-In case of filling a vacant
office the new officer shall hold office for the remainder of the period until
the next scheduled election.
SECTION 5
-A majority of a quorum of votes
shall be necessary for the election of any officer.
SECTION 6
-Any officer shall be removed, by a
majority vote of a quorum, when this removal is deemed necessary for the best
interests of the club, and does not violate the officer’s individual rights.
SECTION 7
-Vacancies in any office shall be
filled by the Board of Directors.
ARTICLE V
DUTIES OF THE OFFICERS
SECTION 1
-The President shall preside at and
conduct the meetings according to Club Parliamentary Procedure. He shall protect the rights of each club
member. He shall appoint the chairman
of all committees, standing and special.
He shall be responsible for club coordination and relations with
Warnaco.
SECTION 2
-The Vice-President shall assume
the President's duties in his absence, and assist the President whenever
required or requested.
SECTION 3
-The Recording Secretary shall take
accurate club meeting minutes, handle general correspondence, notify members of
meetings, and read the minutes of the previous meeting. He shall attend to all matters pertaining to
our State Corp. Charter.
SECTION 4
-The Treasurer shall have the
responsibility of collecting all dues and reporting all delinquent members at
club meetings. He shall make all
disbursements and maintain adequate records of same.
SECTION 5
-The A.M.A. Secretary shall be
responsible for maintaining all A.M.A. club records and membership standings.
SECTION 6
-The Field Safety Officer shall be
responsible for the safe operation of all flight activities and ensure that all
model flying is in accordance to Club Safety Rules. He shall keep a current copy of the Safety Rules and shall have
final authority to enforce all safety regulations. He shall report all infractions of rules to the Board of
Directors for disciplinary action. In
his absence his responsibility shall be transferred to the Assistant Safety
Officer.
ARTICLE
VI
BOARD OF DIRECTORS
SECTION 1
-This Board shall consist of five
elected members plus the President, and the Vice-President, making a total of
seven members.
ARTICLE
VII
DUTIES OF
THE BOARD OF DIRECTORS
SECTION 1
-The Board shall make minor
financial decisions, or decisions in relation to maintenance expenditures. They shall interpret the BY-LAWS. They shall decide on and enforce
disciplinary action when a Field Safety Rule or By-Law is broken.
ARTICLE
VIII
COMMITTEES
SECTION 1
-There shall be two standing
committees:
A) Committee on Safety
B) Committee on Training.
SECTION 2
-The Committee on Safety and the
Committee on Training shall attend to all matters concerning publicity, awards,
contests, and flight demonstrations.
SECTION 3
-The Committee on Safety shall attend
to all matters regarding compliance with safety standards set forth by the
club.
SECTION 4
-The Committee on Training shall
attend to all matters relative to the proper instruction of all new members and
all new flyers. They shall attend to
the sequence of flying maneuvers each new member must demonstrate before
receiving a key to the gate. They may
be called on from time to time to deliver a technical presentation to the
membership.
ARTICLE
IX
MEETINGS
SECTION 1
-Regular meetings of the Altoona Radio
Control Club, Inc. shall be held four times a year. Meetings will be held: August, at the flying field, and March,
May and November at a suitable meeting place.
The field shall be closed to all flying during these meetings.
SECTION 2
-Special meetings may be called at
anytime by the President, or in his absence by the Vice-President, or by the
Board of Directors when petitioned to do so.
ARTICLE X
A QUORUM
SECTION 1
-Members present at a meeting
constitute a quorum.
ARTICLE
XI
ORDER OF BUSINESS
SECTION 1
-The order of business for all
regular meetings shall be as follows:
A) Call to order.
B) Roll call with a record of
attendance.
C) Reading and approval of the
minutes.
D) Report of the treasury.
C) Committee reports.
F) Unfinished business.
G) New Business.
H) Programs
I) Adjournment
SECTION 2
-The President must call for all
reports and get approval. He must state
all old and new business, call for motions on same, get seconds to these motions,
put the motion to a vote, and announce the results. All unfinished business shall be tabled until the next meeting.
ARTICLE
XII
FINANCE
SECTION 1
-A checking account shall be
maintained, with two signatures on the account. There shall however be only one of these signatures required on a
check.
SECTION 2
-All regular bills shall be
automatically paid by the treasurer.
SECTION 3
-All other expenditures up to
$300.00 can be approved by the Board of Directors.
SECTION 4
-All expenditures over $300.00 must
be approved by the majority of a quorum.
ARTICLE
XIII
FINANCIAL RESPONSIBILITY
SECTION 1
-The club shall be self-supporting
from dues assessed from the membership.
SECTION 2
-In the event of the liquidation of
the club, all funds shall be disposed of as directed by the majority vote of a
quorum, after written notification has been made to all the members.
SECTION 3
-Intentional Debts shall not be
incurred by the club.
ARTICLE
XIV
MODEL AIRCRAFT OPERATIONS
SECTION 1
-One of the purposes of this club
is to provide safe, enjoyable group field activities for the membership. Model aircraft, as with many other hobbies,
requires a certain amount of control to insure the safe operation as well as
maximum safety for the membership and spectators. For this reason the following requirements are mandatory for all
members.
A) All model operation shall conform to all field
regulations and safety rules which have been approved by the membership and are
on file with the Field Safety Officer and his assistant.
B) Any accident, directly or
indirectly, caused by a model, causing personal or property damage (other than
damage to the model itself) shall be reported by the operator, to the Safety Officer
or his assistant immediately.
C) Any accident causing damage to
Warnaco, shall be reported to Warnaco through their emergency phone number.
This phone number is in the metal pin box at the field. The accident shall also be reported,
immediately, to the club, according to your Member Packet.
D) Any damage done to other surrounding properties or
vehicles, shall be reported to the owner.
The accident shall also be reported, immediately, to the club according
to your Member Packet.
E) The operator of any model is
liable for any damages created by that model, regardless of ownership of that
model.
ARTICLE
XV
INFRACTIONS
SECTION 1
-It is the responsibility of all
members to report any infractions of all Club Field Rules or By-Laws to the
Safety Officer or his assistant.

XVI
BALLOTING
SECTION 1
-Any member may at any time request
a secret ballot on any voting issue.
ARTICLE
XVII
AMENDMENTS
SECTION 1
-These By-Laws may be amended at any
regular meeting, provided that the amendment shall have been brought up at a
previous club meeting, and recorded in the minutes.
SECTION 2
-Adoption of an amendment, to these
By-Laws, shall require a two thirds vote of a quorum.

SAFETY
GUIDELINES
1.
All
rules in the "A.M.A. Official Model Aircraft Regulations" manual will
be followed in addition to the rules set forth by this club. All club members are responsible for knowing
and abiding by these regulations.
2.
You
must be an A.M.A. member to fly at our field.
3.
There
will be only four models permitted in the air at one time with the exception of
gliders.
4.
All
flyers are responsible for ascertaining that their frequency is clear before
turning on their transmitter. All
flyers must obtain their correct frequency clothespin before turning on their
transmitter. These clothespins are to
be put out by the second flyer to arrive at the field.
5.
A
flyer may only have the clothespin for the frequency of his transmitter. No one may hold two clothespins. If your frequency is interfered with by
another frequency you must either chance flying will that frequency is on or
you must wait until that frequency is clear.
6.
All
transmitter antennas shall display proper frequency flags. These flags must be
the color designated for the frequency of your transmitter.
7.
It
is the responsibility of the flyer taking off his model to make sure the runway
is clear of all models and flyers.
8.
There
will be absolutely no flying permitted over the parking area or over the
benches.
9.
The
area over Warnaco’s building, the area over the highway, and the area beyond
our gate are considered to be unsafe areas, and it is recommended that flying
in these areas be avoided.
10.
There
is no flying toward the spectators or the flyers.
11.
All
low passes and maneuvers should be made out from the flight line beyond the
center of the runway and should be parallel to the runway.
12.
It
is recommended that your aircraft be at least half way between the benches and
the upper road before you make your initial turn on take off.
13.
There
should be no low passes, (lower than 50 ft.), made in the area behind the
parking area because of poor visibility when vehicles are parked there.
14.
The
approach pattern shall be set each day when there are four flyers present. If
you need to use a different approach for any reason, announce this
approach loud and clear.
15.
Flyers
should call "DEAD STICK" landings loud and clear. The dead stick aircraft then has the right
of way. Other flyers must clear
the approach area and the runway.
16.
If
an aircraft is in trouble the flyer should call "HEADS
UP" loud and clear to alert the other flyers and spectators of any
danger.
17.
If
a flyer is going out unto the runway for any reason he should call out loud and
clear that he will be on the runway.
18.
All
models should be identified with your name and address or your A.M.A. number,
on the inside or outside of the model.
19.
It
is recommended that all new aircraft be preflight checked by an experienced
modeler, to be sure it is basically safe.
20.
Engines
must be broken in behind the parking area, not at the flight line.
21.
Children
and spectators are the responsibility of the person bringing them to the
field.
22.
All
children and spectators are not permitted beyond the benches. All children should play directly behind the
benches. They should not be in the area above or below the bench area. They should not be any farther back than
where the grass is cut.
23.
One
day out of the year Warnaco closes our road, in order to maintain its status as
a private drive. On this day there is
to be absolutely no one flying from our field, regardless of how
entrance was obtained. Anyone flying on
this day will be expelled from the club for one year.
24.
There
will be no fireworks or bottle rockets put off at the field,
while someone else is flying. It is
both unsafe and unlawful. There will be
no kite flying at the field when someone else is flying. Radio Control Aircraft has priority over any
other model or activity at the field.
25.
In
case of any accident with personal or property damage, this accident
must be reported according to the procedure set forth in the front page of your
club accident report. A copy of this
report is in your club packet, and also in the metal pin box at the field.
26.
These
Safety Guidelines may be amended at any meeting by a two thirds vote of a
quorum.
