In September 2000, the "Charter" Chapter Officers were installed by the State Deputy, Romeo GauthierRomeo Gauthier, at an Installation Mass held at the Basilica of the National Shrine of St. Elizabeth Ann Seton, Emmitsburg Maryland. The "Charter" Chapter Officers were:

Following the official establishment of the SETON Chapter the Chapter By-Laws were prepared modeled after the By-Laws of the other existing Maryland Chapters and forwarded to the State Council and the Supreme Advocate for approval. The Chapter voted to conduct a monthly meeting on the 4th Tuesday of each month with the meetings to be held at member Councils on a rotating basis.

The Chapter set as it main goal: To promote the welfare of its member Councils and work for the common good of the Order.

The Chapter further established an annual assessment of $0.15 per member based on the annual July Supreme Council rosters for each member Council. Additional funds to cover Chapter expenses to be acquired through an annual raffle to be held each Spring with member Councils sharing 50/50 in the amount raised.

The activities of the Chapter are to be recorded on a monthly basis with the record to be provided to member Councils following the monthly meeting. An annual summary report will be prepared each July highlighting the activities of the past fraternal year and providing an accounting of Chapter funds. The Chapter will use current information technology to disseminate (e-mail) to fullest extent to distribute information to member Councils, to the State Council and to the Supreme Council.

Chapter elections will be held during the May meeting each year with the formal installation of officers for the coming year to take place on the last Tuesday in July each year at the Basilica of the National Shrine of St. Elizabeth Ann Seton, Emmitsburg Maryland.
