WHO
WE ARE
The Illinois Olmstead Coalition is a formal committee of the Illinois
Network of Centers for Independent Living that includes the involvement
of many partners and allies.
OUR MISSION
The mission of the Illinois Olmstead Coalition is to end the institutional
bias in Illinois' long-term care system and the unnecessary institutionalization
of people with disabilities and seniors who want to live in the community.
We are working to create a long-term care system in which there is an
equitable array of institutional and community-based options to respond
to individual needs and preferences. We are dedicated to ensuring full
compliance in Illinois with the provisions of the Supreme Court's Olmstead
decision.
WHAT ARE WE FIGHTING FOR?
- Passage of the Olmstead Implementation Act (formerly known
as the Community First Act), which would allow money to follow the person.
The Act mandates the creation of a system of flexible financing for
long-term services and supports that would enable available funds to
move with the individual to the most appropriate and preferred setting
as the individual's needs and preferences change.
- Stop the reopening of Lincoln Developmental Center, an institution
that was closed down in 2002 following an investigation that revealed
more than a decade of horror stories of residents' pain and suffering,
loss of individual rights, endangered health, numerous hospitalizations
and documented deaths. In fulfillment of a campaign promise, the State
awarded contracts to reopen Lincoln Developmental Center in October
2005.
- Other things we are fighting for include: increased wages for personal
care assistants; raising the asset limit for people with disabilities
so there is parity with senior asset limits; and support for Federal-level
legislation (MiCASSA, HR 3063) that would provide federal financial
assistance to reform our long-term care system in Illinois.
