While setting up a network connection it is highly recommended you disable all firewalls and anti virus software until you have a working connection.
If you have XP, or Windows Server 2k3, and a LAN beyond the computer with the bluetooth dongle i recommend you Bridge your connection instead of ICS to allow access to the entire lan. Do not bridge if your computeter is directly connected to the cable modem.
Internet Connection Sharing (ICS) takes IP 192.168.0.1 on your network. If you have a router on the same subnet (First 3 digits of an IP, "192.168.0") most setups require you to move it to a different subnet (192.168.1). What to look for in your router to move its IP can be found here: Router Reconfig..
