The 1.2.2.16 Drivers do not play well with firewalls. It is best to disable firewalls until you get your setup working.
The 1.2.2.16 Drivers do not work with network bridging (an XP feature), so you must use ICS to give your bluetooth device access to the computer with the dongle. You will not be able to connect to PCs on the Lan (only the one with the bluetooth dongle).
ICS requires IP 192.168.0.1 and to be the only dhcp server on the 192.168.0.xxx subnet. If you have a router on the same subnet most setups require you to move it to a different subnet (192.168.1.xxx). What to look for in your router to move its IP can be found here: Router Reconfig.
To share dialup just select the Dialup connection instead of the lan connection in step 2, all remaining steps are the same. If prompted for a share target select the bluetooth dongle. If you also want the computer to dialup automatically when a internet request comes in check the second box, "establish a dialup connection whenever a computer on my network attempts to access the internet" in step 4.
