Many parents in the special needs community were pleased and
relieved, when on his first day in office, Governor Robert L. Ehrlich, Jr.
issued Executive
Order 01.01.2003.02, “Custody Relinquishment and Access to Services for
Children,” which directs the State
to identify alternatives to the practice of requiring parents
to relinquish the custody of their children, who have significant and complex
mental health needs and/or developmental disabilities, in order to access
needed services.
Just before the 2002 election, current Governor Ehrlich issued a position paper on special education
and special needs (pdf).
For you history buffs, Democratic challenger Kathleen
Kennedy Townsend issued a position paper (pdf) as well.
