Experiment conclusions February 12, 2009....
On December 3, 2008 I sent an email to the Manassas local authorities, specifically Manassas City Police Chief Skinner. In
2005 I had written to everyone that I could think of, including the officer in charge Chief Skinner in an attempt to have the
CVS store security video of the event reviewed, there was no response to the letters. The 2008 email's were done to give them the benefit of the doubt, maybe my 2005 letters had been lost in the mail. The question that would be answered by this attempt would be to identify how they would respond to a complaint.
Today is
February 20, 2009 and there has been
no response from any Manassas City official. The failure to respond identifies that
avoidance and cover up is acceptable procedure.
What does this say about these Manassas City officials, their representation and integrity ?
Expectations:
- I expected a professional response that would dignify the position of leadership that they held.
- I expected that I would be told that nothing could be done about the event, too much time had passed.
- If they had responded it would have identified to me professionals, leaders who were concerned about their troops and obligations to the community.
- Allegedly the Manassas Chief of Police is a "Law Enforcement Officer" and when I, a citizen reported an assault it was his duty to verify the circumstance of the assault, specifically by obtaining the CVS store security video and as a professional identify whether a crime was committed.
- As a "Law Enforcement Officer" when informed of an alleged crime it was Chief of Police John Skinner's duty to refer me to the appropriate department. At the time I did not find a contact for "Internal Affairs" so I contacted the "officer in Charge" or so I thought.
Such proactive responses would have identified a professional who was executing their office in a diligent and responsible manner. A leader who was looking out for their troops, ensuring that they behaved appropriately and protected the reputation of the Manassas City Police Department. Instead we have a "leader" that avoids their problems, that puts their troops in harms way and disrespect the governments that they represent.
Chief of Police John Skinner has not responded to two emails, this identifies that his policy is that of
cover up and avoidance, an irresponsible leader.
In addition I cc'd the
Manassas City Attorney, the
FBI and the
Virginia State Bar. I have had a dialog with the Virginia State Bar and from my perspective their "Public Protection Task Force" is just another cover up - I did not expect a response from them. I had the same expectations as I did for Chief of Police John Skinner from the FBI and the Manassas City Attorney, again
no response. Again this supports my position that "Rule of Law" is an illusion, cover up, collusion, deception, theft and fraud is the real policy.
Where is the CVS pharmacy security video ? The
CVS event proved to me that the rumors are true, that this government is irrefutably corrupt. One level, Chief, Mayor, Governor or FBI should have addressed, they did not, which identifies that "rule of law" has no meaning. A trial without evidence, available evidence covered up by all the officer's of the court and law....

January 12, 2005 - Police assault - avoidance, no response, silence.
The
Chief of Police John Skinner never responded to letters or emails about a CVS store police assault incident - a "law enforcement" officer that covered up an assault and failed to execute due diligence of their station. If it was not Chief of Police John Skinner's duty as the Chief of the department, as a law enforcement officer it was his duty to forward the correspondence to the appropriate department. In 2005 I did not find an email address for Police Chief Skinner so I wrote a letter asking about the store video and concern about his officers. I also wrote to the Mayor of Manassas and City Council. In 2008 I found that the Manassas City Chief of Police had an email address, so I emailed them again - expecting some sort of response, probably claiming some legal mumbo jumbo, but a proactive response. There was no response to either the letters in 2005 or emails in 2008 apparently this is a strategy used by Manassas City professionals - avoidance, the same strategy that "law enforcement" claims that criminals use. Ironically when I bring up this issue in some forums I am told that I should be "stopped in a traffic stop and shot" - "law enforcement" at its finest.
By ignoring that evidence of a crime may have been available and covering up the incident Chief of Police John Skinner has allowed two citizens to make their claim about the Manassas City Police. He is neither protecting the citizens of the City of Manassas or the troops that he represents. I know what happened that morning, I know that the store had video cameras, I had brought the evidence up to our attorneys. When the attorneys failed to address in court and afterwords I then went through the chain of command (Chief, Mayor, Press). Their failure to address makes this a conspiracy to "abuse process", "negligence", "assault citizens". I can now identify and relay this failure also - all because they did not want to prove my guilt in court, they wanted a shortcut and cover up.
If one has read this site they know that I believe that I was framed and that the
CVS store video was not used to ensure that they could convict me. That our attorneys conspired against their clients to protect the city an environment where they work and to process us. Here are some personal items that I have mentioned in passing they are relevant given that they chose not to address this incident and memories of experience drives us to continue with identifying a local Government that covers up and avoids crime. That this occurred identifies one case and as a result may represent only the tip of the corruption in Manassas Virginia ice burg.
- Before the Manassas City Police assaulted me they tried to get my girlfriend to say that I abused her. They were upset that she would not say that I did.
- After the tasering, beating and macing I was thrown in the back of a police car, the seats were so far back I could not sit up, I was forced to lie down.
- With my hands behind my back and forced to lie down, when ordered to get out I tried crawling out, they pulled me out by my pants, pulling them off.
- I heard one woman police officer yell that she wanted to beat on me too.
- They were laughing at my weight, unable to get up without my hands and without my pants - guess fat people amuse these animals.
- The police tried to take my Federal Government id without documenting it. I had to explicitly tell them to document the id before I would sign their document.
- In booking my girlfriend was wailing, having a problem with existing medication and unable to obtain the ER medication, she was having problems. I barely recognized her voice wailing for me.
- The police released my girlfriend to walk ten miles home in such a condition - a good Samaritan gave her a lift after noticing her hospital bracelet.
- There was a corenea abrasion of my left eye from the attack - my vision has not been the same since.
- A friend found my girlfriend nearly comatose at home, the evening after the assault, the friend called an ambulance and she spent a week in the hospital.
- The day that I was released from jail I had to take my dog in to be euthanized. They created Jowey Styxx, a consequence of their actions.
They have done this once so how many others has this department assaulted with no consequences and covered up with the aid of the Virginia courts ?
Governor Tim Kaine's office responded to my correspondence to his office stating that ours was a "local matter". Rogue police officers, department cover-ups, courtroom cover-ups, abuse of process, an agency of the Supreme Court of Virginia that does not censor their members in a region under his purview is a "local matter".
Even tried to obtain the video from CVS, first they avoided the issue, I finally managed to get them to deny the video to me months later. I was hoping to use the video evidence to enlist the aid of an attorney.
