Notes for the persecuted....
If I was a criminal organization I would take notes on the following "tactic". The stupidity of modern "law enforcement" is monumental, note the failure to research the target of their attacks in the following case. Who says that these people are educated or that their procedures are correct for American society ? Was this the correct tactic to execute on a Mayor of a community, living in that profile of community - even if they were guilty of trafficking ? The tactics are correct and effective for a Fascist society. Apparently one can lead these drones to anyone that one has issue with, the victim can even make the phone call and become a "person of interest".
Regardless of original orders the execution of orders depends on the officers in the theater. If the orders were to follow the package and arrest the officers in the field should have noted the surroundings and altered their tactics to fit the theater. Contained the residence and approached, knocked and served.
