Q: Specifically, in reference to Romans 1:18-20, is the person who has never heard the gospel condemned?
A: This question comes up often. If you have studied the epistle to the Romans you know that the beginning chapters are actually like a court room scene. The human race is on trial. The charges are brought forward. The judge makes His decision and then we hear the verdict. The whole world guilty as charged (Romans chapter 3). Condemnation is not dependent on whether someone hears the gospel or not. All have sinned and therefore in our natural unregenerate state we are under condemnation. In my mind Romans 1:20 is quite conclusive. Even creation speaks of God and so "they are without excuse." The Holy Spirit also is in the world to "reprove the world of sin, and of righteousness, and of judgment." John 16:8. The Lord said, "I am the way, the truth, and the life: no man cometh unto the father, but by me." John 14:6. In this world we are either saved or lost, there is no middle ground.

Q: What prayer or psalm is considered the sinners prayer?
A: Are you asking how do you get saved? I do not believe that God asks us to recite a prayer. The Philippian jailer asked Paul and Silas, "What must I do to be saved?" The apostle answered, "Believe on the Lord Jesus Christ, and thou shalt be saved..." God wants us to believe what He says about us (all have sinned), and that there is a Hell waiting for those that do not accept the provision that He has made for us (the cross work of Jesus Christ). All God wants us to do then is believe Him. Salvation is a gift that God offers to you and I and the way that we except that gift is to believe what He says. God through the Lord Jesus Christ says this, "For God so loved the world, that he gave his only begotten Son, that whosoever believeth in him should not parish, but have everlasting life." John 3:16
