an April, 2005, speech at Buffalo, NY, Mr. Bush made these
reassuring remarks about the Constitution and government
wiretaps.

do not negotiate . . . with terrorists. We put them out of business,"
said Bush spokesman Scott McClellan about the latest bin Laden
