Tour 1 Jobs Will Be Posted June 19
The first phrase of management's plan to abolish and repost most bid jobs has begun. As stated in the poster dated May 19, management began sending letters on May 29 to mail handlers whose jobs were abolished or changed so much that the job has to be reposted.
Initially, management said it would post the jobs on June 8. Then it said the posting wouldn't be ready at that time. Now it says that the Tour 1 jobs have been sent to Shared Services so that they will be posted during the next regular bid cycle, which is June 19. Shortly afterwards, Tour 2 and Tour 3 will begin their expedited bid process.
Tour 1 is going first because it is an open bid. Tour 1 is not excessing anyone from its tour. Indeed, Tour 1 is gaining jobs, so anyone could bid on any Tour 1 job.
But Tours 2 and 3 are both losing jobs. They will have to excess people from those tours. Therefore, Article 12.6C4d3 applies. In a nutshell, it says that if there is a need to abolish a full-time duty assignment in a section* which would result in the excessing of the junior employees, there will be expedited bidding by the employees within the section*, limited to the senior employees whose assignment was abolished and all employees junior to that employee. Those employees will select from among the duty assignments remaining in the section that are encumbered by employees junior to that senior employee whose duty assignment was abolished.
