Know Your LMOU
The National Agreement is not always the last word when it comes to the rules that regulate our daily work lives. Article 30 of the agreement allows for local unions to bargain with management on 20 specific items and that local agreement - known as the Local Memorandum of Understanding (LMOU) - will be the deciding factor on how those items are handled. Our union's LMOU has been in effect since 1998.

Here's what the LMOU has to say about leave:
Requests for annual leave will be made on PS Form 3971. The form will be returned to the applicant within 24 hours after receipt if it is going to be disapproved. This applies to all PS Forms 3971 personally submitted to the immediate supervisor at least three days in advance. If the employee does not receive disapproval within 24 hours, the annual leave shall be considered approved.
