Information from "The Centennial Biographical Directory of Franklin County, Missouri". Compiled and Published by Herman Gottlieb Kiel in 1925.: The "Biographical Directory" refers to Stephen J. or S.J. Rutledge. It is possible (though not probable) that they refer to Stephen J. Rutledge, son of James Bernard Rutledge. He was the nephew of Stephen John Rutledge. Page 252 Chairman (Mayor) of St. Clair, Missouri 1903 to 1907. May still be in existance.) Page 393 Member of Ancient Order of Workmen, St. Clair Lodge No. 399, known as the Excelsior Lodge was organized Septeember 24, 1887 and was apparently very active for some years. This organization had one lodge in the county in Pacific in 1879 and in 1889 it had eight lodges and about 250 members. The sister lodge was known as the Degree of Honor. The name of this lodge like nearly all lodges and clans, was almost totally without meaning and tells nothing, but it sounded large, mystic and fetchey for a time. The fraternal and secret features were incidental and perfunctory and its chief feature was a $2000 insurance for men 21 to 50 years of age, who died while members. The insurance was the same for all ages, but despite this the rate was remarkably low and while some of us did not die in time to bring $2000, many of us on account of heavy debts or for other reasons, needed this insurance temporarily and we needed a low fraternal rate. This lodge has long been dead, but the recollections of the good it did thru many friendly members, are pleasant and valuable. The exact date when payments were discontinued, is not at hand, but the last found was $2000 paid to the widow of J. H. Froboese, Berger, who died Sept. 26, 1895. A few lodges had considerable history and are here mentioned in special notation.
