Washington State Public Health Lab, Chiller Plant Replacement / Shoreline, WA / 2002-Present: Project Description: Replacement of existing chiller plant. The system serves 62,500 gross square feet. Estimated construction cost: Approximately $2,000,000. KBPE Role: As an employee of another firm, Kent Barber performed a predesign analysis including concept design options and cost estimates. Presently, acting in collaboration with another firm, KBPE is serving as Commissioning Authority and Owners Agent. Responsibilities include: assist owner in defining and documenting the project requirements and acceptance criteria; assist owner in selecting design team; establish format and review content of basis of design documentation; commissioning design review from concept design through documents; work with design engineer to completely develop and specify generic control logic for implementing sequences of operating; provide commissioning specifications, including functional performance tests; commissioning construction review; functional performance testing; serve as owners primary agent throughout design and construction. Washington State Public Health Lab, Mechanical Systems Upgrades / Shoreline, WA / WA Department of Public Health / 2002-Present Project is presently on hold to obtain further funding: Project Description: Retrofit of existing HVAC systems (built in 1985) in order to address increase in facility cooling loads. The systems, which serve 52,665 gross square feet, include five major 100% outside air handling systems and piping distribution systems for steam, heating water, and chilled water. Estimated project cost: $1,100,000. Estimated construction cost: $700,000. KBPE Role: Sub consultant sharing responsibilities with the prime commissioning consultant as Commissioning Authority and Owners Agent. Responsibilities include: evaluate validity of previously completed feasibility study; assist owner in defining and documenting the project requirements and acceptance criteria regarding project phasing, construction, and commissioning; assist owner in selecting design team; establish format and review content of basis of design documentation; commissioning design review from concept design through documents; work with design engineer to completely develop and specify generic control logic for implementing sequences of operating; provide commissioning specifications, including functional performance tests; commissioning construction review; functional performance testing; serve as owners primary agent throughout design and construction. Washington State Public Health Lab, Newborn Screening Addition / Shoreline, WA / WA Department of Public Health / 1999-2002: Project Description: Addition of newborn screening lab including approximately 10,800 square feet of occupied space (approximately ½ lab, ½ office). Systems include a 100% outside air constant volume handling system with heat recovery, a variable volume air handling system with return air and economizer, a steam to heating water heat exchanger, a heating water distribution system, and an extension of the existing chilled water distribution system. Approximate project cost: $5,900,000. Approximate construction cost: $4,700,000. KBPE Role: Kent Barber began this project serving as the prime Commissioning Authority as an employee of another firm. In August of 2001 when Kent Barber, P.E. was established, he continued the same role in collaboration with his previous employer. White River High School / Buckley, WA / White River School District / 2001 – 2003: Project Description: New High School (approximately 220,000 square feet). Systems to be commissioned include: Heating water system with 2 gas boilers and variable speed pumping, 23 air handling systems and 30 exhaust systems including VAV, multizone, constant volume reheat and single zone for classrooms, auditorium, gymnasium, kitchen makeup air, shop ventilation and dust collection. KBPE Role: As a sub consultant to another firm, KBPE provided the following services: commissioning design review; worked with design engineer to completely develop and specify generic control logic for implementing sequences of operation, enabling detailed functional tests to be specified in the bid documents; developed HVAC system and interactive systems functional performance tests. Olympic College Library / Bremerton, WA / Olympic College / 1999: Project Description: Addition and complete renovation of community college library. Major systems commissioned included: tertiary heating water loop from main campus heating water system, 2 major VAV air handling systems, 1 constant volume reheat air handling system, and fire alarm system. KBPE Role: As the employee of another firm Kent Barber served as the project Commissioning Authority. Responsibilities included: design review, developing all functional performance tests (FPTs); leading a team of the subcontractors in the performance of the FPTs; leading a team of designer, owner, and contractor in troubleshooting of functional testing and systems performance issues; chairing the commissioning meetings; commissioning construction review, reviewing the contractors commissioning coordination and scheduling; managing and participating in owner training. Approximately 1/3 of the project was a new addition that was built and inhabited before the remaining 2/3s was completely gutted and renovated in phases. Major systems commissioned included: chilled water system with 1 centrifugal and 2 absorption chillers, optimized chiller staging, and primary secondary distribution pumping, heating water system with steam to hot water heat exchanger and variable speed pumping, 2 major VAV air handling systems, Special Collections HVAC system with tight temperature and humidity control for preserving rare library materials, emergency power generation, uninterruptible power system, and fire alarm system. Approximate cost: $33,500,000. KBPE Role: As the employee of another firm Kent Barber served as the project construction phase Commissioning Authority. Responsibilities included: working with the design team to develop the Basis of Design Documentation; developing all functional performance tests (FPTs); leading a team of the subcontractors in the performance of the FPTs; leading team of designer, owner, and contractor in troubleshooting of functional testing and systems performance issues; chairing the commissioning meetings; commissioning construction review, reviewing the contractors commissioning coordination and scheduling; managing and participating in owner training; writing the systems operation manual; final commissioning report. Unites States Courthouse / Seattle, WA / 2002 – 2004: Project Description: New 20-story US Courthouse building, with an attached 8-story office wing. The project includes courtrooms and support rooms, offices, detention cells, and kitchen/food service facilities. Systems include: high rise smoke management, a 1500 ton chiller plant with low load winter operation, a high efficiency boiler plant with low (95F) supply temperature operation in summer, 12 VAV air handling systems delivering low supply air temperature (42F), 4 major displacement air cooling and ventilating systems with evaporative cooling, and radiant floor heating. KBPE Role: KBPE began involvement with this project by providing extensive construction review services for the out-of-state mechanical design firm, including: weekly site reviews and M/E coordination meetings, answering RFIs, reviewing pay applications and change orders, and working with the design firms, owner, contractor and commissioning agent to resolve construction issues. After serving in this role for a while, KBPE was asked by the Commissioning Agent and the GSA project manager to additionally join the commissioning consulting team, and to serve as GSA’s primary representative to the Commissioning Team. The design team, GSA and the Commissioning Agent agreed that KBPE serving in all three roles would provide resources and continuity that benefited all three entities and the project as a whole. The fact that there is significant overlap in the responsibilities of these roles provided efficiency, but it was recognized that this also presented KBPE with the challenge of managing resources and conflicts of interest in a manner that is fair to all parties. KBPE, the design team, GSA and the Commissioning Agent agreed upon a means of managing conflict of interest issues, which was documented in accordance with Building Commissioning Association Standards.
