L. David Nealey

David has more than 25 years’ experience in geology, GIS, and remote sensing.  As a geologist, he conducted detailed field and laboratory research for the federal government in support of infrastructure and environmental initiatives in Colorado, Arizona, Nevada, and Utah.  

As a project manager, he managed a team of scientists and technicians involved in the implementation of new and innovative ways of developing a GIS of regional resources.

David has also developed and evaluated business proposals.  As a proposal manager and consultant, he has written proposals to local, state, and federal government agencies, and to Fortune 500 companies.

2003-2005   Proposal Manager, Duratek Federal Services, Lakewood, CO

Developed proposals, expressions of interest, and statements of qualifications for the premier U.S. waste management and environmental remediation services company for submittal to the Department of Energy, U.S. Army, and other prime contractors. 

1991-Present   President, WordSmart Business Services, Littleton, CO

Developed business proposals for numerous small businesses and major corporations using “Best-in-Industry” practices.  Clients included a telecommunications company (U S WEST), a GIS consulting company, an oil and gas distributor, an entertainment company, a law firm, and a management consulting company. 

Developed extensive proposal databases with interfaces to MS Word, Project, Excel, and MapPoint using MS Access.  Modules include corporate capabilities, project experience, competitive intelligence, industry information and a proposal managers toolbox.

Served as technical lead for a three-month GIS Needs Assessment for a large electric-water-waste water-fiber utility company.  Team identified more than 1100 customer requirements within a 1500-person organization using six sigma principles.

Created and managed geospatial data using GIS applications from ESRI, Autodesk, and Intergraph.  Used ER Mapper, Enhanced Wavelet Compression, and Image Web Server.

Taught Geographic Information Systems and Remote Sensing at Red Rocks Community College, Golden, Colorado, using both ArcView and GeoMedia.   

2000 - 2002   VP, EI Technologies, LLC. Parker, CO

Developed marketing materials including proposals, website, and advertisements for this full-service GIS consulting firm.  The proposals offered GIS services that included data conversion, GIS implementation, training, and web-based GIS deployment. David worked on six GIS Needs Assessments and Implementation Plans for local governments involving the design of ArcGIS infrastructures, usually with ArcSDE and ArcIMS and SQL Server or Oracle. 

 1974 - 1998   Research Geologist, U.S. Geological Survey, Lakewood, CO

Managed digital geologic mapping project of the Colorado Front Range (Laramie to Pueblo), including budgeting and compliance with federal metadata requirements.  He published more than 40 professional papers and maps. He worked with several GIS programs, mainly ESRI’s Arc/Info and ArcView, and Intergraph’s GeoMedia. He also implemented and coordinated remote sensing programs in the Geologic Division of the USGS, working with side-looking airborne radar, Landsat, and other remotely sensed data.

Mapped volcanic, sedimentary, and metamorphic terranes in Arizona, New Mexico, Utah, and Nevada.

1971-1974   Military Intelligence Officer, US Army Special Activities Division, Washington, DC.

Analyzed remotely sensed data at the National Photo Interpretation Center.
