Let us examine the budget of the Worth Park District for this year. 
 
 
The 2009 -2010 Budget and  Appropriation Hearing was held on June 17th 2009 and 
 
was attended by; Agnes Mrakovic, Adele Benck, Helen Goy and Ann Mysliwiec.  Since   
 
Adele Benck had to attend another meeting she questioned the Commissioners about
 
the budget for the Museum Fund.  She questioned amounts to be allocated for
 
programs and educational events.  It was verified as follows:  Museum Fund Expense
 
is $2000, Special Event Contracts is $3250 making a total of $5250.  The last years
 
budget included the same funds as follows:  Museum Fund Expense is $12,000,
 
Special Events Contracts is $3000 making a total of $15,000.  This is a reduction of
 
funds in this years budget of $9750.  She also questioned if a transfer of funds from the
 
balance in the Museum Fund could be moved  to Corporate and was told "NO".
 
 
I asked about the Tentative Budget and Appropriation Ordinance for this year.  I asked
 
about the deficit amount in the Corporate Fund balance brought forward on 4-30-09
 
in the amount of $89,398.21.  Commissioner Jim Plahm stated it was an accumulation
 
of the past (indicating since the beginning of time).  It was not a true statement.  I asked
 
where all this money disappeared and I got no answer.  My next question was about
 
the amount of funds transferred to the Corporate Fund as follows from:  Police
 
Protection Fund $53,913.61, Paving and Lighting Fund $14,461.35, Audit Fund
 
$5,077.50, Total $73,452.46.  Commissioner Jim Plahm stated that these Funds were
 
 returned to the respective accounts.  This transfer was ILLEGAL.  The legal
 
department of the Illinois Ass'n. of Park Districts was contacted and confirmed that
 
the transfers indeed were illegal.
 
Why were the three amounts of over $73,000 recorded on the Tentative Budget for
 
this years Ordinance and posted on the Terrace Center Bulletin Board for weeks?
 
 
I next questioned Seasonal Maintenance Hires.  Three young people were hired but
 
none were from the Village of Worth.  When I asked the Director what communities
 
they were from I was told by a Commissioner  it was inconsequential.  I don't think so!
 
Do you as a taxpayer think it is inconsequential? 
 
 
The Corporate Budget Deficit of over $89,000 is disgraceful.  How about the
 
Commissioners working within the funds that are available in the Corporate Account?
