I want to clarify the questions asked at the Budget and Appropriation Public
Hearing
for the Worth Park District held at 6:30 PM on June 17, 2009.
My question about the
negative amount brought forward on 4-30-09 in the amount of $89,398.21 was not
answered as to its disappearance.
The next question was about the transfer of funds from the Police Protection
Fund, the
Paving and Lighting Fund and the Audit Fund forwarded to the Corporate Fund in
the
amount of $73,452.46. Commissioner
Jim Plahm stated these funds were returned to
their respective accounts. By
recording these transfers in the tentative budget posted
on
the Terrace Center Bulletin
Board, anyone examining the inflated Corporate Fund
would assume that this was the actual money on hand.. However, the budget adopted at
the regular meeting on 6-17-09 for year 2009-2010 Ordinance 09-03 did not
include the
transfers and this budget is not required to be posted for the public to
examine. In fact the
total of the reduced amount of the Corporate revenue in this budget
does not even cover the
Corporate expenses listed. Get
the picture? It was deceptive! THE NEGATIVE AMOUNT
BROUGHT FORWARD REMAINS THE SAME. Along
with his many other responsibilities
given by the Commissioners, the Director
prepared the budgets. Don’t
you think an elected
Commissioner should be writing budgets?
Another tidbit....none of my pertinent questions appear in the Minutes of the
Public
Hearing or the regular Board Meeting of June 17, 2009.
I have plenty of people that
witnessed the questions asked. Adele
Benck, Helen Goy, all of the Commissioners
who were present, the Director of Parks and Recreation, Superintendents of
Recreation and
Maintenance, and Board Secretary who recorded the minutes.
I spoke to the Board
Secretary who stated the minutes, without
my questions, were approved by the Board
at the July meeting and didn't indicate that a change could be made.
I was told to
attend the regular Board meeting of August
09. I got no satisfaction.
JUST WHAT
KIND OF PUBLIC HEARING WAS HELD ON 6-17-09?
We were hoping our Park
Board would show more transparency in their actions.
