Lake Anne Revitalization

In 1998, the Fairfax County designated the Lake Anne center as a Revitalization Area, one of seven such areas in the county.  The basic premise was that the center's economic viability had been weakened by age, limited funding for maintenance and the competition from newer business centers nearby.  The County's Revitalization program includes the ability for the County to facilitate improvement of the designated areas in concert with local revitalization groups and the community.  

The Reston Community Reinvestment Corporation (RCRC) is the corporation formed to provide a community focus on the Lake Anne Revitalization Area.  The WPCA is a member of the RCRC Board.  Further information on the RCRC and the Revitalization Program is available on the Internet at www.home.comcast.net/~rcrc_board/index.htm and at www.fcrevit.org

In August, 2004, the County contracted with a consulting firm, BBP Associates, to perform an economic study of the Lake Anne area.  The purpose was to evaluate the economic potential of the center given the current available commercial space and the population in the immediate area, and to provide several potential scenarios for changing the space and population density.  The outcome of the study included several very general land use concepts.

This study was Phase I of a three phase effort.  The next step was to gather public input on the revitalization concepts, by conducting a series of focus groups followed by a public "charette" at which architectural concepts were sketched, discussed and modified in response to the attendees comments.  The focus groups were held in early 2005 and the charrette in June, 2005.   

In third phase, the County contracted with BBP Associates to develop draft language for a County Comprehensive Plan change; a Technical Advisory Panel of Reston residents was appointed to provide community input to the process.  BBP presented its report at a meeting at Lake Anne School on March 28th.  

The County decided, after reviewing the BBPA draft language, that the issues involving parking and transportation/roads needed further study.  Parking is crucial and the study would include examining the practicality of creating underground parking in the current Lake Anne Center parking area.  The study was awarded in March and is expected to be completed in May.  When the study is done, the County staff will proceed to prepare the draft change to the Comprehensive Plan based on the study, the BBPA report and the comments received from the community.  These comments include those from the WPCA and the RCRC.  

The plan will undergo formal public hearings at the Planning Commission and at the Board of Supervisors.  Supervisor Hudgins plans to hold another public meeting in Reston on the County staff's draft.
