EXPERIENCE

1978 - Forensic Mechanical Engineer, Paul Zamrowski Associates, Inc. Engineering investigation and analysis of mechanical malfunctions, industrial accidents, domestic accidents, and fires. Recognized expert in accident and failure reconstruction (determining what happened and why), as well as product and machinery evaluation with regard to safety and guarding. Extensive investigative experience with heating systems including oil burners, gas-fired heaters, kerosene heaters, propane appliances, boilers, and pressure tanks; fuel storage and distribution systems; sprinkler and piping systems; large-scale industrial plants (catastrophic failures); industrial machinery such as power presses, shears, mills, saws, tools, etc.; domestic appliances such as washers, driers, lawn mowers, snowblowers, exercise equipment, etc.; and automobiles and trucks (accidents and fires). As Vice President of the Electrical Division of Crouse Co. Inc., he oversaw electrical construction and engineering projects up to $6,000,000. He hired and managed a staff of Electrical Engineers, Project Managers, Electricians, Estimators, and Draftspersons.

Engineering

Consulting Forensic Electrical Engineer.  Engineering Investigation, evaluation and determination of electrical failures in residential, commercial and industrial environments associated with faults, arcing, power surges, lightning, improper installations, water damage, substations, transformers, HVAC systems, electrical distribution systems, instrumentation and control systems, fire protection systems (including fire alarm and suppression systems) and code conformance.  Engineering investigation and determination of cause and origin of fires and explosions involving electrical, electronic and mechanical equipment.  Also, determination of the extent of damage to electrical, electronic and mechanical equipment due to a fire, explosion or failure in order to determine if proposed repair costs are appropriate.

Crouse Company Inc.

Design of Projects and the overview of the installation of instrumentation and controls for a co-generation facility. His duties included the integration of a distributed control system (DCS), interfacing between computer and conventional instruments and controls, wiring sequences of operation for equipment and value engineering of original design to reduce cost and maintain the integrity of the original design.

Design of Paint Temperature and Circulation system for General Motors, Linden, New Jersey assembly plant. This included writing specifications, detailing, design, sequencing operation, writing algorithms for control valve characteristics, and calculating heat losses and gains for a heat exchanger of a paint circulation system that monitored temperature, pressure, level, and instantaneous and totalizer flow of the paint.

Overview and review of loss prevention at major U.S. Fortune 500 firms' facilities as well as other firms. This review covered plant processes in electrical, mechanical, chemical, civil, and fire protection disciplines.

Review of files, control programs, electrical drawings for preparation for a court case of a major Fortune 500 with a sub-contractor.

Investigated the origin and cause of large fires and explosions at major Fortune 500 and other firms.

Specialized in Electrical Arcing Damage and Fires where electrical origin was the cause or suspected. Involved in investigation for tenant of the Meridian High Rise Fire in Philadelphia and other losses including Switchgear, Motor Control Centers, Generators etc.

Design, installation, services of fire and smoke alarm, nurses’ call, emergency generators and lighting, and intercom systems. Systems included, but not limited to S.H. Couch, Pyralarm, Autocall, Kohler, and Exide. This service was provided for universities, hospitals, industrial, commercial and residential clients.

Hydraulic calculations and test of utility and private water systems, fire pumps, plant systems and sprinkler systems.

Design of fire protection water supplies and sprinkler systems.

Review and testing of burners, ovens and glass furnace controls. The review included detail study of fan speeds, ventilation, fail-safe controls and wiring.

Design and review of Fire Protection Systems including sprinklers, Fire Pumps and Special Hazards (flammable liquids, VOC collection systems etc.).

1986-Present Consulting Forensic Civil Engineer, Paul Zamrowski Associates. Engineering investigation, evaluation and reconstruction of vehicular, pedestrian trip or slip and fall, struck-by, fall from height, and caught-between accidents. Also, construction safety, building code conformance, transportation facilities, building failures, and water damage. Completed over 2600 investigations and have made over 100 appearances as a qualified expert in Pennsylvania, New Jersey, Delaware, New York, and Federal Courts.

 

1985-89      Vice President Consulting Civil Engineering firm. Administered contracts for on site construction inspection of Interstate highway, bridge, and building projects costing more than $150 million.

 

1984-85       Project Engineer for heavy, highway and building contracting firm.  Responsible for engineering and scheduling on $30 million expressway project.

 

1983-84     Administered multi-million dollar bridge and highway construction and reha-bilitation projects for PennDOT. Ordered changes in design and construction specifications. Enforced contractor compliance with OSHA and traffic safety standards.

 

1979-83       Directed all operations involving maintenance of 1900 miles of PennDOT high-ways, 1700 bridges and tunnels. Managed 500 employees and equipment fleet of 300. Instituted maintenance and safety policies. Directed preparation and expenditure of $34 million annual budget.

 

1977-79       Developed statewide policies, procedures and standards for highway maintenance management at PennDOT Central Office in Harrisburg. Drafted construction specifications and contracts.

 

1968-77        Managed construction inspection of major Interstate bridge and highway projects. Responsible for quality and integrity of construction of bridges, pavements, earthwork, railroads, drainage, signs and signals, maintenance and protection of traffic, and other types of construction. Enforced compliance with OSHA Regulations. Made design changes to correct errors and/or omissions.

 

1967-68        Structural inspection of distressed bridges for PennDOT. Rehabilitation design of several historic covered wooden bridges. Resident Engineer for inspection and rehabilitation of first prestressed concrete bridge built in USA.
